Patna, Feb 4 (NationPress) Bihar's Chief Minister Nitish Kumar revealed a significant plan on Wednesday, announcing the establishment of degree colleges in 213 blocks throughout the state, with classes set to begin by July 2026.

In a formal statement, the Chief Minister detailed that this decision is part of the Seven Resolutions–3 initiative, dubbed “Advanced Education – Bright Future.”
“As part of the fourth point within the Seven Resolutions–3, we have decided to establish degree colleges in every block to facilitate access to higher education, particularly for girls. Currently, 213 out of 534 blocks in Bihar lack any affiliated or constituent degree colleges. Initially, degree colleges will be opened in these 213 blocks, with classes commencing by July 2026,” stated Nitish Kumar.
The Chief Minister further announced the state's plan to enhance 55 prestigious educational institutions into Centres of Excellence.
“These selected institutions aim to offer job-oriented and high-quality higher education. We are taking planned actions for their development and have instructed consultations with experienced faculty and students from these institutions to include their input as we progress,” he mentioned.
Nitish Kumar emphasized that establishing degree colleges in every block will greatly enhance access to higher education for girls, while the upgrade of historical institutions will restore their academic prestige and equip youth with skills for employment.
“These initiatives will be crucial for the comprehensive development of the state,” the Chief Minister added.
The Seven Resolutions–3 initiative was introduced immediately after Nitish Kumar formed the government post the 2025 Bihar Assembly elections.
The previous Seven Resolutions–1 was initiated in 2015 and concluded in 2020, while Seven Resolutions–2 was in effect from 2020 to 2025.
The current Seven Resolutions–3 focuses on advanced education, infrastructure, and inclusive development.
