Kolkata, Aug 4 (NationPress) A single-judge bench of the Calcutta High Court has paved the way for the Election Commission of India (ECI) to appoint teachers from state-run schools as booth level officers (BLOs).
The bench, led by Justice Amrita Sinha, ruled that there were no legal objections to the commission's decision to enlist teachers for this role.
Justice Sinha further noted that the country’s legal framework supports the allocation of election duties to educators.
While the recruitment process for BLOs has commenced, following notifications dispatched to the offices of chief electoral officers (CEOs) across various states, the specific responsibilities for these officers remain undefined.
A group of teachers from West Bengal's state-run schools had approached the Calcutta High Court, expressing concerns that they might be appointed as BLOs on a full-time basis, which could require them to work during weekends and holidays.
The matter was discussed during a hearing on Monday.
Justice Sinha concluded that it would be premature to assume full-time appointments for BLOs before their job descriptions are clarified.
She also questioned the concerns about working on holidays for a national agenda.
During the hearing, the petitioners’ counsel raised whether the commission could impose obligations based solely on its authority, citing instances where approximately 90% of appointed BLOs in certain areas were teachers from state-run institutions.
In response, the commission’s counsel argued that the commission had consulted relevant school authorities prior to the appointments, clarifying, ‘Not all teachers need to be designated as BLOs.’
