New Delhi, April 17 (NationPress) On Friday, Union Home Minister Amit Shah addressed the Lok Sabha during discussions regarding the Women's Reservation Bill, providing much-needed clarity on the Union government's position concerning the long-awaited Census and the incorporation of caste-based enumeration in the forthcoming census exercise.
Responding to the apprehensions voiced by several members regarding the delay in conducting the Census, Home Minister Shah stated that the initiative, initially slated for 2021, had to be deferred due to the unprecedented Covid-19 pandemic.
"It is common knowledge that the Census was intended for 2021, but at that time, the nation was facing the most significant pandemic of this century. It was impractical to execute such a vast undertaking during that time," he explained.
The Home Minister further pointed out that even post-pandemic, the country necessitated a recovery period to address the economic and social repercussions.
He noted that as preparations to restart the Census began in 2024, numerous political factions advocated for a caste-based Census.
In his address, Union Minister Shah informed the House that the Union government engaged in thorough consultations with political entities, caste organizations, social groups, and state administrations on this matter.
"Following extensive discussions, it was determined in 2025 that the forthcoming Census would indeed encompass caste-based enumeration," he revealed.
Elaborating on the methodology, Union Minister Shah indicated that during the enumeration phase under the Congress-led UPA administration, no inquiries were made regarding caste, religion, or other personal details.
"Nevertheless, during the population enumeration phase, data related to education, date of birth, and religion is collected," he stated.
"Now, a specific column for caste will also be integrated when individuals are enumerated," affirmed the Union Home Minister.
He stressed that there should be no ambiguity surrounding the process.
"I have reviewed the Census conducted under previous administrations, including those led by the Congress, and the methodology remains unchanged. The sole addition now is the caste column during individual enumeration," he added.
Union Minister Shah credited Prime Minister Narendra Modi for making a progressive decision on this issue.
"With foresight, the Prime Minister recognized the significance of this matter, and the Cabinet has reached a definitive conclusion," he remarked.
In a critique of opposition parties, Union Minister Shah accused some opposition leaders of attempting to sow confusion among the populace.
"Previously, they (Opposition) were advocating for a caste Census. Now that the government has resolved to implement it, they (Opposition) are not even supportive of the initiative. Their goal appears to be to propagate confusion," he stated.
Reaffirming the Union government's position, Union Minister Amit Shah assured the House that the upcoming Census would be conducted with utmost clarity and transparency.
"There should be no uncertainty in the minds of the country's 1.4 billion citizens. The Cabinet, led by Prime Minister Narendra Modi, has resolved that the 2026 Census will include caste enumeration," he concluded.
