CEC Gyanesh Kumar meets BLOs in Budgam, reviews J&K electoral roll
Synopsis
Key Takeaways
Chief Election Commissioner Gyanesh Kumar on Monday, 29 June met with Booth Level Officers (BLOs) in Budgam district of Jammu and Kashmir, calling them the backbone of the country's democratic process and urging voters across the union territory to deepen their participation in electoral life. The visit marked the second day of his three-day tour of the valley.
What the CEC Said
Addressing media in Budgam, Kumar said, 'I wish to call upon J&K voters to participate in democracy. We have held talks with Booth Level Officers, who are the pillars of democracy, in Budgam.' He also highlighted the integrity of India's electoral framework: 'We discussed issues related to the crucial aspect of the most transparent elections in the world — that is the voters' list, elections and counting that are audited concurrently by political parties and candidates.'
Kumar specifically praised the on-ground workforce: 'I want to appreciate the work of all BLOs,' he said, commending their dedication and effort in maintaining an accurate and inclusive electoral roll.
Purpose of the Visit
The trip is part of the Election Commission of India (ECI)'s ongoing drive to strengthen field-level election machinery and promote democratic awareness. Kumar has been engaging with voters, electoral stakeholders, and grassroots officials at multiple venues across the valley. He also reviewed various electoral initiatives being implemented at the booth level.
On his arrival at Sheikh-ul-Alam International Airport on Sunday, Kumar was received by Chief Electoral Officer Sanjeev Verma, Deputy Commissioner of Budgam Athar Aamir Khan, and other senior officers from the administration and the Election Department.
Who Is Gyanesh Kumar
Gyanesh Kumar was appointed the 26th Chief Election Commissioner of India on 19 February 2025. He had previously served as an Election Commissioner since 15 March 2024 before ascending to the top post. His Budgam visit is among the first major field engagements of his tenure in the sensitive union territory.
Why Budgam Matters
Budgam is a politically significant district in central Kashmir, and BLO engagement here carries added weight given the region's complex electoral history. The ECI's focus on voter list accuracy and concurrent audit mechanisms signals an intent to pre-empt disputes ahead of any future electoral exercise in J&K. This comes amid continued efforts to normalise institutional processes in the union territory following the reorganisation of the erstwhile state in 2019.
The CEC is expected to conclude his three-day visit with further stakeholder meetings before returning, with the Election Commission likely to release a detailed assessment of field-level preparedness in the days ahead.
