Cyclone Arnab: 7-member Central team to assess damage in Andhra Pradesh this weekend
Synopsis
Key Takeaways
A seven-member Inter-Ministerial Central Team will visit Andhra Pradesh on Saturday, 1 November and Sunday, 2 November 2026 to assess the damage caused by Cyclone Arnab across four districts. The team, led by Chittaranjan Dash, Joint Secretary in the Union Ministry of Home Affairs, will cover Konaseema, Kakinada, East Godavari, and West Godavari districts before meeting Chief Minister N. Chandrababu Naidu on Monday evening.
Key Developments
Prakhar Jain, Managing Director of the State Disaster Management Authority (SDMA) and CEO of the Real-Time Governance Society (RTGS), announced the visit on Friday, 31 October 2026. On Saturday, senior state officials will brief the Central team at the RTGS centre on the measures taken during the cyclone and the extent of the damage recorded so far.
Following the briefing, the team will split into two groups. Team-1, accompanied by RTGS CEO and APSDMA MD Prakhar Jain, will visit Konaseema district on Saturday and Kakinada district on Sunday. Team-2, accompanied by Director of Secondary Health Chakradhara Babu, will visit East Godavari on Saturday and West Godavari on Sunday.
Who Is on the Central Team
The seven-member team comprises officials drawn from multiple Union ministries and national agencies, reflecting the cross-sectoral nature of cyclone-related damage. Members include Prashant Armorikar, Additional District Collector, Department of Agriculture and Farmers Welfare; Rekharani Kollu, Superintending Engineer, Ministry of Jal Shakti (CWC); Himalaya Garg, Assistant Director, Department of Expenditure, Ministry of Finance; Rakesh Kumar Singh, Superintending Engineer, Ministry of Road Transport and Highways; Alok Jawahar, Deputy Secretary, Ministry of Rural Development; Pranay Garg, Deputy Director, Ministry of Power; and Dr. S.V.S.P. Sharma, Scientist 'SF', National Remote Sensing Centre (NRSC), ISRO.
The inclusion of an ISRO remote-sensing scientist is notable, as satellite imagery will likely play a key role in documenting agricultural and infrastructure damage across the delta districts.
A Second Central Team for Drought Assessment
Separately, a 10-member Central team led by Chinmay Gotmare, Joint Secretary in the Union Ministry of Agriculture and Farmers Welfare, will visit Andhra Pradesh on Monday and Tuesday, 3-4 November 2026, to examine drought conditions affecting the Kharif 2026 season.
This team will visit Sri Sathya Sai, Anantapur, Kurnool, and Nandyal districts. According to the guidelines of the Drought Manual issued by the Union Ministry of Agriculture, 283 mandals have been declared as experiencing severe drought and 105 mandals as experiencing moderate drought for the Kharif 2026 season. The drought team is expected to meet Chief Minister Naidu on Wednesday, 5 November.
Members of the drought assessment team include specialists from the Mahalanobis National Crop Forecast Centre (MNCFC), the Department of Rural Development, Department of Expenditure, NITI Aayog, the Directorate of Monitoring and Appraisal, and the Department of Animal Husbandry and Dairying, among others.
What Happens Next
The Central teams' ground assessments are a critical procedural step towards unlocking relief funds from the National Disaster Response Fund (NDRF). The cyclone team's report, combined with the drought team's findings, will collectively shape the Centre's financial response to a state dealing with simultaneous natural calamities this season. Both teams are expected to submit recommendations following their meetings with Chief Minister Naidu early next week.
