Chhattisgarh Chief Minister Vishnu Deo Sai on Thursday, 17 September announced a significant expansion of welfare support for unorganised sector workers, doubling the state's e-rickshaw purchase subsidy from ₹50,000 to ₹1 lakh. The announcement was made at a large workers' convention at the Sardar Balbir Singh Juneja Indoor Stadium in Raipur, held to mark Vishwakarma Jayanti.

Key Announcements at the Convention

Addressing the gathering of labourers, Sai said the enhanced subsidy would encourage traditional rickshaw drivers to transition to cleaner, more efficient electric vehicles, boosting their earnings and promoting self-employment. He also unveiled plans to establish 'Shramik Jan Suvidha Kendras' — Workers' Public Amenity Centres — in cities across the state. These centres will provide seating, drinking water, and mobile charging facilities, offering dignified rest spaces for workers who frequently wait for work under harsh weather conditions.

The Chief Minister additionally announced an e-bike assistance scheme aimed at making daily commuting more affordable for registered workers — particularly the estimated 8,000 to 10,000 delivery personnel operating across Chhattisgarh.

Direct Benefit Transfers and Women's Empowerment

During the event, Sai transferred more than ₹51 crore directly into the bank accounts of over 1.43 lakh workers under various labour welfare schemes through the Direct Benefit Transfer mechanism. He also personally handed over keys of e-rickshaws to 100 women workers under a related assistance programme, underlining the government's stated push for women's economic self-reliance.

Broader Context: Unorganised Workers in Chhattisgarh

The unorganised sector remains among the most financially vulnerable segments of India's workforce, with millions lacking formal contracts, social security, or consistent income. The Vishwakarma Jayanti convention served as a platform for the state administration to demonstrate tangible welfare commitments to this constituency. This is the second consecutive year the Chhattisgarh government has used the occasion to announce worker-focused schemes, signalling a pattern of leveraging the festival for targeted welfare messaging.

Notably, the e-rickshaw subsidy doubling addresses a growing demand for green mobility support among low-income transport workers — a segment that has faced rising fuel costs and competition from app-based cab aggregators.
