The Chief Minister placed special emphasis on the safety of women pilgrims, directing that women police personnel and dedicated help desks remain active throughout the pilgrimage period. These instructions reflect a standing protocol the state has followed for Kanwar Yatra security since at least 2018, when formal pre-Shravan directives for noise regulation and women-pilgrim safety were institutionalised.

Context: Kanwar Yatra and Haridwar

The Kanwar Yatra is an annual Hindu pilgrimage observed during the Shravan month, drawing millions of devotees — known as Kanwariyas — to Haridwar to collect sacred Ganga water and carry it to Shiva temples across North India. Har Ki Paidi, the most revered ghat on the banks of the Ganga in Haridwar, sees the highest concentration of pilgrims and has historically been the focal point of crowd-management challenges.

Uttarakhand's administration has consistently deployed multi-agency task forces for the event. The 2021 Haridwar Kumbh Mela set a precedent for large-scale coordinated policing, encroachment removal and water-police deployment that the state has drawn upon in subsequent years.

Policy Backdrop: Mahakumbh 2027 Coordination

CM Dhami stressed that Kanwar Yatra arrangements must not disrupt preparations for the Mahakumbh 2027, directing officials to maintain strong coordination between the two sets of planning. The Mahakumbh, a major Kumbh Mela cycle event, requires multi-year infrastructure and security groundwork across Haridwar, Dehradun, Pauri and Tehri districts.

The dual mandate — managing an imminent annual pilgrimage while simultaneously building capacity for a once-in-twelve-years mega event — makes inter-departmental synchronisation a critical administrative challenge for the state.

Stakeholders and Who Was Present

The review meeting was attended by a broad cross-section of government and civic stakeholders. Cabinet ministers present included Satpal Maharaj, Madan Kaushik, Pradeep Batra and Ram Singh Kaira.
