Following these directives, Chief Secretary Rajeev Verma has circulated an Office Memorandum that outlines an eight-point safety framework to be implemented without exception at all construction, repair, and maintenance works that involve digging or excavation of roads, footpaths, and underground utilities throughout the National Capital Territory of Delhi.
“The Chief Minister has expressed her serious concern regarding the Janakpuri incident, emphasizing that any loss of life due to negligence is intolerable. Public safety must never be compromised. Accountability will be enforced, and stringent measures will be taken against any lapses,” stated an official release from the Delhi government.
This directive encompasses all departments and agencies under the Delhi government’s administration, including but not limited to the Public Works Department (PWD), Irrigation and Flood Control Department (I&FC), Delhi Jal Board (DJB), Municipal Corporation of Delhi (MCD), New Delhi Municipal Council (NDMC), and power distribution companies (DISCOMs), along with all other executing agencies and contractors.
According to the eight-point directive, all work sites are required to prominently display appropriate warning signage ahead of time. Reflector lights, blinkers, and luminous tapes must be installed around excavated areas and barricades, particularly during the night and in low-visibility conditions.
The Chief Minister has further mandated that strong, continuous, and clearly visible barricading must be established around the entire work site to avert accidental access by pedestrians, cyclists, and vehicles.
It is also stated that barricades should be set up in a way that eliminates any risk of accidents and ensures that no excavated materials or open digging are visible to the public, thus preventing dust pollution.
Where necessary, departments must create safe pedestrian pathways and appropriate traffic diversion plans in collaboration with the relevant authorities, ensuring minimal disruption while prioritizing safety.
