In a press conference following the session, Gupta remarked, “It is concerning that the Opposition has shown a thoroughly negative attitude during this session.”
“It is indeed regrettable that the Opposition opted to withdraw from the House proceedings under the guise of protest, despite the absence of any significant matter. Such a scenario is unprecedented in legislative norms across the country, where members disengage without a defined issue,” he added.
“Hampering the House's functioning, disrespecting its dignity, and then attempting to foster misleading narratives showcase a trend of indiscipline that cannot be tolerated,” Gupta stated.
He pointed out that the session, which took place from March 23 to March 27, wrapped up with a total of 15 hours and 16 minutes of productive time, highlighting a focused, organized, and results-driven legislative process.
Gupta emphasized that the Opposition's behavior during this session raises significant concerns regarding parliamentary operations.
He reiterated that the House operates strictly under its Rules of Procedure, and the refusal to engage despite multiple chances for discussion undermines both legislative responsibility and public accountability.
The Speaker made it clear that if the Opposition had any grievances, they were welcome to attend the House, present their case, and time would be allocated for discussion; however, they chose not to participate despite this assurance.
Gupta also clarified that the issue of suspension was discussed with the Leader of the Opposition in a meeting on March 21, where it was explained that since the suspension is tied to the session, it automatically lapses once the House is prorogued and the notification is issued with the Lieutenant Governor's approval.
He added that under Rule 77, a suspended member is prohibited from entering the House premises, attending sittings, and participating in committee meetings, although the Speaker may allow entry for specific purposes upon request, as outlined in the Rules of Procedure.
