A regional workshop on Designing Innovative Solutions for Holistic Access to Justice (DISHA 2.0) is set to commence on Monday, 22 September 2025, at the University Auditorium, India International University of Legal Education and Research (IIULER) in Panaji, Goa, according to an official statement. Legal empowerment and citizen-centric justice delivery are expected to dominate the agenda, with senior government representatives from both the Centre and Goa in attendance.

Key Dignitaries and Participants

The Governor of Goa will serve as Chief Guest at the event. The workshop is also expected to be attended by the Minister of State (Independent Charge) for Law and Justice, Government of India, as well as Goa's Minister for PWD, Captain of Ports and Legal Metrology. Representatives from Common Service Centres (CSCs), the Ministry of Rural Development, state law institutions, and other stakeholders working on inclusive justice delivery will also participate.

What the Workshop Will Cover

The event is being organised by the Department of Justice as part of its ongoing drive to strengthen access to justice through technology-enabled legal services, legal awareness initiatives, and promotion of pro bono legal assistance across India. A central theme will be the collaborative efforts required to realise the constitutional vision of equal access to justice for all citizens.

A key highlight will be the showcase of the best reels created under the 'Nyaya Prabodh: Awakening to Justice' campaign — specifically the 'Know Your Rights in 90 Seconds' initiative. This will be followed by the launch of a Slogan Competition under the Nyaya Prabodh umbrella, aimed at deepening public understanding of constitutional and legal rights.

Technology and Grassroots Outreach

The workshop will include a screening of a documentary highlighting DISHA 2.0's achievements in Goa, followed by live interactions with Tele-Law beneficiaries, Panel Lawyers, Village Level Entrepreneurs (VLEs), and Nyaya Sahayaks. These interactions are intended to demonstrate how technology-driven legal services are helping bridge the gap between citizens and justice institutions, particularly in remote and underserved communities.

Broader Significance

The DISHA initiative represents the Centre's concerted effort to make legal recourse accessible to citizens who have historically been excluded from formal justice mechanisms — whether due to geography, literacy barriers, or economic constraints. Goa serves as one of the regional nodes for this outreach, with the IIULER providing an institutional anchor. The promotion of legal literacy through campaigns such as Nyaya Prabodh reflects a recognition that awareness itself is a precondition for access.

With a fresh Slogan Competition launch and live beneficiary interactions planned, the workshop is designed to generate grassroots momentum beyond the auditorium and into the broader public discourse on rights awareness.
