New Delhi, March 30 (NationPress) The Election Commission of India (ECI) has unveiled a significant home voting program for the forthcoming 2026 Assembly elections and by-elections, allowing more than 2.3 lakh senior citizens and Persons with Disabilities (PwDs) to participate in the voting process using postal ballots.
As per an official announcement from the electoral body, this facility will cater to voters aged 85 and older, along with PwD electors registered in the electoral rolls. This initiative represents the Commission’s commitment to improving inclusivity and accessibility within the electoral framework.
The elections are set to take place for Legislative Assemblies in Assam, Kerala, Puducherry, Tamil Nadu, and West Bengal, along with by-elections in six states on March 15. Voting in Assam, Kerala, and Puducherry will occur on April 9, 2026.
The ECI specified that the home voting option is being implemented under Section 60(c) of the Representation of the People Act, 1951. Eligible voters are required to submit applications to their respective Returning Officers within five days following the notification to utilize this facility.
According to the data shared, a total of 1,67,361 voters aged 85 and above have been approved for home voting across Kerala, Assam, and Puducherry. Among these, Kerala has the highest number at 1,45,521, followed by Assam with 19,774, and Puducherry with 2,066.
In percentage terms, 71.27% of eligible elderly voters in Kerala, 19.32% in Assam, and 34.31% in Puducherry have chosen this facility.
In addition, 70,499 PwD electors have been granted approval for home voting across these three states. Kerala leads with 62,240 voters (25.50%), followed by Assam with 6,638 (3.23%) and Puducherry with 1,621 (11.6%).
The Commission emphasized that voters availing this option will receive prior notifications regarding the schedule for visits by polling teams. These teams will include polling officials and security personnel, and the entire process will be recorded on video to ensure transparency while upholding ballot secrecy.
The ECI also pointed out that the first phase of home voting has already started in Kerala, Assam, and Puducherry, and is expected to conclude by April 5. A second phase will be conducted for those voters who are unavailable during the first visit.
Candidates from recognized political parties will be provided with a list of voters opting for home voting. They may also appoint representatives to observe the process, provided prior notice is given to the Returning Officer at least 10 days in advance.
Meanwhile, voters who choose not to participate in the home voting initiative will continue to have access to standard polling station facilities, including volunteers and accessibility assistance.
This initiative is viewed as a crucial step towards fostering greater participation and enhancing democratic inclusiveness in the electoral process.
