New Delhi, Oct 15 (NationPress) In an effort to promote inclusive and barrier-free engagement in the forthcoming Bihar Assembly elections and bye-elections across eight Assembly Constituencies, the Election Commission of India (ECI) unveiled a set of detailed guidelines on Wednesday designed to enhance the voting process for Persons with Disabilities (PwDs).
As per the ECI, the polling in Bihar will encompass a total of 90,712 polling stations, each outfitted with amenities specifically designed to assist PwD voters and senior citizens.
Furthermore, the electoral body announced that 292 Polling Stations will be exclusively operated by Persons with Disabilities, as stated in their official press release.
The Commission confirmed that all polling venues will be established on ground floors or at road-level entrances to remove mobility obstacles.
Ramps with suitable gradients will be installed to facilitate easier movement for wheelchair users.
Election officials have been instructed to prioritize PwDs and senior citizens, ensuring they receive quicker access to polling booths, thereby reducing waiting times and preserving dignity during the voting process.
To assist Persons with Visual Impairment, the Commission has mandated the issuance of Accessible Voter Information Slips featuring Braille, in addition to standard Voter Information Slips (VIS).
Under Rule 49N of the Conduct of Elections Rules, 1961, visually impaired voters may be accompanied by a helper to assist them in casting their votes. However, the Commission has taken further steps to ensure the availability of Braille-enabled Dummy Ballot Sheets at each polling station.
This allows visually impaired voters to independently cast their votes using the Braille features on the Electronic Voting Machines (EVMs) without the need for assistance from a companion.
Additionally, specialized transportation for PwDs will be provided on polling day. Voters can request wheelchair and transport support through the Divyang (Saksham) Module on the ECINET platform.
This digital initiative aims to optimize support services and guarantee timely assistance for registered PwD voters.
