This initiative is currently taking place in Tamil Nadu and West Bengal as part of the Phase 1 voting, with elections slated for April 23.
The purpose of the VIS is to equip voters with crucial information they will need on polling day. Each slip includes essential details such as voter information, the designated polling station, and the date and time for voting, along with a visual map of the polling location. Additionally, it provides a list of “Dos and Don’ts” to assist voters throughout the electoral process.
To enhance operational efficiency, the VIS now includes a QR code for quick access and verification of voter data. Officials indicate that this feature is designed to minimize congestion at polling stations and streamline the voting experience, thereby facilitating a more efficient process for all voters.
The ECI has also emphasized enhancements to the clarity and accessibility of the slips. Key information such as part numbers and serial numbers are now clearly displayed for easier identification and usage by voters.
The distribution task is being carried out by Booth Level Officers (BLOs), who are visiting households to hand over the slips directly to registered voters. The Commission has mandated that this distribution be concluded at least five days prior to the election date, ensuring that all voters have timely access to their information.
In a bid to make the slips more user-friendly, the ECI stipulates that they be printed exclusively in the local languages of the electoral rolls for the respective constituencies.
Moreover, special provisions have been put in place for Persons with Disabilities (PwDs). The ECI is distributing Accessible Voter Information Slips (AVIS) featuring Braille for visually impaired voters, in addition to the regular VIS.
It is important to note that candidates, their representatives, or Booth Level Agents (BLAs) may accompany BLOs during the distribution. However, the Commission has cautioned that any unauthorized handling or distribution of election materials, including the VIS, could lead to legal consequences under the Representation of the People Act, 1951, and associated laws within the Bharatiya Nyaya Sanhita.
Notably, the VIS serves as a standalone identification document at polling stations. Voters also have the option to present one of twelve accepted identity proofs, which include Aadhaar, PAN, passport, driving license, or a bank passbook, in addition to the Elector Photo Identity Card (EPIC) to cast their vote.
