Gujarat Seva Setu 2.1: Statewide welfare camp drive to cover 3.7 crore citizens
Synopsis
Key Takeaways
The Gujarat government has launched a fresh statewide rollout of its Seva Setu programme, with a dual-phase structure designed to identify every eligible beneficiary of government welfare schemes before delivering services through village- and ward-level camps. The initiative, formalised under two resolutions issued by the General Administration Department (GAD) on 5 August 2025, covers both rural and urban Gujarat through the end of October 2025.
Programme Structure and Phases
The rural component, designated Seva Setu 2.1, will unfold in two phases. The first phase runs from 6 August to 19 September, during which government officials will carry out preparatory work — opening bank accounts, completing e-KYC formalities, facilitating enrolment under the Pradhan Mantri Jan Arogya Yojana, and helping residents gather documentation required for scheme access. Services such as Aadhaar cards, ration cards, and income certificates will also be provided during this phase.
The second phase, from 21 September to 9 October, will see cluster-level camps set up across villages, where beneficiaries identified in the first phase can access scheme benefits on the spot. Simultaneously, the 12th phase of the urban Seva Setu programme will run from 21 September to 9 October, with ward-cluster camps organised across municipal corporations and municipalities.
Services Available at the Camps
The camps are designed as single-window delivery points, bringing together officials from multiple departments under one roof. Citizens will be able to apply for or receive a wide range of services, including Aadhaar cards, ration cards, income certificates, mutation of inheritance records, PM Jan Arogya Yojana enrolment, Jan Dhan accounts, PM Kisan Samman Nidhi, Kisan Credit Cards, the Matrushakti Yojana, the SVAMITVA Scheme, Scheduled Caste certificates, and the Ganga Swarupa Arthik Sahay Yojana, among others.
Most cases are expected to be resolved on the same day; exceptional cases will be completed within seven days. Separate arrangements will be made for senior citizens, persons with disabilities, and women to ensure easier access.
Digital Inclusion and Oversight
The programme will include a digital literacy component, with attendees receiving guidance on digital transactions, the BHIM application, and other digital services. Oversight committees have been constituted at the district, taluka, municipal corporation, and municipality levels to monitor applications digitally and ensure timely disposal of cases.
Detailed implementation guidelines have been issued to all districts, talukas, gram panchayats, municipalities, and municipal corporations across the state.
Scale and Track Record
According to the government, the Seva Setu programme has served more than 3.7 crore citizens across rural and urban Gujarat between 2016 and 2025 through local service camps. The latest rollout builds on that foundation, with an explicit emphasis on achieving saturation coverage — ensuring that no eligible beneficiary is left out — alongside faster service delivery and improved administrative monitoring.
This comes amid a broader national push to streamline last-mile delivery of welfare entitlements, and Gujarat's camp-based model has previously been cited as a replicable framework by other states. How effectively the preparatory phase translates into on-the-spot delivery at the September–October camps will be the programme's key test this cycle.
