BCAS and RRU Join Forces to Launch India's Own Aviation Security Equipment Testing Centre

New Delhi, April 6 (NationPress) - The government announced on Monday that the Bureau of Civil Aviation Security (BCAS) and Rashtriya Raksha University (RRU) have entered into a Memorandum of Understanding (MoU) to create a specialized indigenous Testing Centre. This facility will conduct trials, performance assessments, and certification of Full Body Scanners (FBS) and other security screening technologies utilized at Indian airports.
The Civil Aviation Minister Ram Mohan Naidu emphasized that this initiative reflects the NDA government’s commitment to enhancing security research and capacity development.
“Under the astute leadership of Prime Minister Narendra Modi, the enhancement of security through targeted research, innovation, and capacity building has been a fundamental goal. This is fundamentally about cultivating an Atmanirbhar Bharat and an Atma-Surakshit Bharat,” stated the minister.
This collaboration establishes a formal framework for BCAS and RRU to work together on testing, certification, research, training, and the development of standards related to aviation security equipment.
The aim is to fortify India’s aviation security landscape through a reliable, independent, and scientifically sound method for assessment and regulatory support.
As per the MoU, RRU, alongside BCAS, will set up and operate a dedicated Testing Centre to execute trials of Full Body Scanners and other aviation security apparatus, adhering to BCAS directives.
The Centre will perform independent evaluations, verifications, and certifications of the specifications and effectiveness of equipment provided by Original Equipment Manufacturers (OEMs), delivering unbiased and scientifically rigorous assessment reports for regulatory review.
“I firmly believe that by merging BCAS's regulatory authority with RRU’s technical expertise, we will cultivate an indigenous ecosystem for security equipment certification, comparable to international standards set by the TSA in the United States and ECAC in Europe,” Naidu remarked.
The MoU also outlines plans for state-of-the-art testing laboratories at RRU that comply with global standards, allowing for thorough performance, safety, and interoperability evaluations.
This initiative will facilitate the development of a formalized accreditation framework, ensuring that only equipment meeting established technical and operational criteria is approved for deployment in critical aviation security settings.
Moreover, the MoU anticipates collaboration in academics, research, extension, and training programs for mutual benefit. Key officials present at the signing included Samir Kumar Sinha, Secretary of the Ministry of Civil Aviation; Rajesh Nirwan, DG of BCAS; and Dr. Bimal Patel, Vice Chancellor of Rashtriya Raksha University.
