Officials say the network is particularly focused on Mathura, Ghaziabad, Saharanpur, and Meerut. Alarmingly, security agencies report that the Bhatti network is targeting juveniles and teenagers — not just adults. Recruits reportedly span multiple profiles: tech-savvy individuals, active social media users, and those who are financially vulnerable.
'These are the most vulnerable lot,' an official said, 'and also can become the most dangerous elements in the module.'
The Disinformation Architecture
An Intelligence Bureau official described the syndicate's design as deliberately decentralised. 'This network operates behind the scenes and is tasked with exploiting vulnerabilities and sensitive issues in India with the clear intention of inciting violence,' the official said.
Recruits are fed false information about India and instructed to post it at regular intervals. The long-term objective, officials say, is to build modules that eventually operate autonomously — without any direct instruction from handlers in Pakistan. This self-sustaining structure makes the network significantly harder to dismantle.
Notably, the Bhatti syndicate also reportedly runs separate modules for targeted killings, intelligence gathering, and terror attacks. The UP-based disinformation wing is described as a distinct and particularly dangerous arm, dedicated solely to information warfare.
Security Response and Community Outreach
The scale of recruitment activity has prompted police to strengthen community outreach programmes involving local families. Officials stress that parental awareness is critical to preventing youth from being ensnared. 'Such youth do not understand the broader implications of such offers and end up becoming the foot soldiers for ISI-backed forces,' an official cautioned.
Despite multiple busts, the syndicate has shown no signs of slowing its recruitment drive. Agencies are reportedly ramping up intelligence gathering, social media scanning, and public awareness efforts to counter the network's reach.
