What Changes Are Happening in J&K's Middle-Rung Administration?

Srinagar, June 10 (NationPress) In a significant restructuring of the civil administration at the mid-level, the government of Jammu and Kashmir has announced the transfers and postings of 134 officers from the Jammu and Kashmir Administrative Service (JKAS).

A directive from the General Administration Department has moved Bashir Ahmad Dar, currently the Managing Director of the Jammu and Kashmir Project Construction Corporation (JKPCC), to the position of Secretary of the Jammu and Kashmir Public Service Commission, filling an available vacancy.

Rajinder Singh Tara, who was the Director General of Youth Services and Sports, is now assigned as the Jammu and Kashmir Legal Metrology Controller.

Smita Sethi, the Secretary in the Industries and Commerce Department, will now serve as the Commissioner of the Jammu and Kashmir Food and Drug Administration.

Anuradha Gupta, previously the Legal Metrology Controller, has been appointed the Director General of Youth Services and Sports.

Tara Mathora Masoom, serving as Special Secretary in the Tourism Department, has been promoted to Managing Director of the Jammu and Kashmir Financial Corporation, succeeding Shafat Sultan, who will await further adjustments in the General Administration Department.

Abdul Hafiz Shah, who was pending adjustment in the office of the Kashmir Divisional Commissioner, is now the Special Secretary in the Information Technology Department.

Musheer Ahmed, the current Special Secretary in the Social Welfare Department, has been appointed the Mission Director of Integrated Child Development Services in Jammu and Kashmir.

Nawab Din, who was the Udhampur Regional Director in Survey and Land Records, will now take on the role of Jammu and Kashmir Custodian General.

Gulzar Ahmad Dar, formerly a Special Secretary in the School Education Department, will now be the Special Secretary in the Planning, Development and Monitoring Department.

Mohammad Mumtaz Ali, the Director of Rural Development in Jammu, has been reassigned as the Director of Jammu and Kashmir Tribal Affairs.

As a result, Ghulam Rasool, the Tribal Affairs Director, will await further orders regarding his adjustment in the General Administration Department.

Rishpal Singh, the Jammu and Kashmir Custodian General, has been reassigned as the Special Secretary in the Industries and Commerce Department.

Shahnaz Akhter, the Joint Director at the Jammu and Kashmir Institute of Management, Public Administration and Rural Development, will now serve as the Rural Development Director.

Fayaz Ahmad Banday, who was awaiting posting in the General Administration Department, has been appointed as the director of Kashmir Command Area Development.

Prerna Raina, also pending adjustment in the General Administration Department, will now serve as the Special Secretary in the Power Development Department.

Ghalib Mohi-ud-din Shah, Secretary of the Srinagar Royal Spring Golf Course, has transitioned to a full-time role as the Director of the Sher-i-Kashmir International Conference Centre (SKICC), while retaining his additional charge as Secretary of the Royal Spring Golf Course.

Nazir Ahmad Mir, who was awaiting adjustment in the General Administration Department, has been appointed as the Additional Secretary in the Transport Department.

Deepika Rana, also awaiting adjustment, will now serve as a member of the Jammu and Kashmir Services Selection Board.

Waseem Raja, the Additional Secretary in the Forest, Ecology and Environment Department, has been appointed as the Joint Director of Tourism in Kashmir.

Ghulam Nabi Bhat, previously the Additional Secretary in the School Education Department, has been transferred to the Revenue Department as Additional Secretary.

Nuzhat Khurshid, who was also awaiting adjustment, has now taken the position of Joint Commissioner at the Srinagar Municipal Corporation, filling an available vacancy.

Vikas Anand has been assigned as the Joint Transport Commissioner.

Sanchi Misra has been moved to the role of Joint Director of Food, Civil Supplies, and Consumer Affairs in Jammu, while Ajay Salaan is taking charge as General Manager of the Jammu and Kashmir Road Transport Corporation in Jammu.

Gurdev Kumar is now the Joint Director of School Education in Jammu.

Umesh Sharma has been appointed as Deputy Secretary in the School Education Department.

Ajaz Ahmad Bhat is now the Additional Secretary of the Health and Medical Education Department.

Mantasha Binti Rashid has transitioned to the Ganderbal District Industries Centre as General Manager while also holding the position of Ganderbal Registrar.

Sartaj Hussain has been appointed as Joint Director (Administration) in Kashmir's Rural Development Department, while continuing his role as Estates Deputy Director.

Harpal Singh has been appointed as the Rajouri Programme Officer for Integrated Child Development Services.

Bilal Ahmad has been posted as the Kulgam Project Officer for Wage Employment (Assistant Commissioner Development), while Bashir Ahmad Padder has assumed the position of Bandipora Project Officer.

Javid Ahmad Rather will serve as the Deputy Director (Public Relations) and take on additional responsibilities as Deputy Director (Audio-Visual).

Manoj Kumar has been transferred to the Information Department as Deputy Secretary.

Junaid Amin Bhat and Khanzada Mohammad Usman have also been assigned to the Information Department.

Zahoor Ahmad Bhat is now the Assistant Commissioner (Central) for the Kashmir Divisional Commissioner’s office.

Ankush Sharma has been assigned to the Finance Department for posting as ETO/CTO.

Sunaina Saini and Rafiq Ahmad have been designated as Deputy Directors at the District Employment and Counselling Centres in Jammu and Doda, respectively.

Yasmeen Jan is now the Deputy Secretary of the Labour and Employment Department, and Amit Singh Manhas has taken the role of Under-Secretary in the same department.

Shakeel Ahmad Sheshtar has been appointed as the Land Acquisition (Special Army) Collector for Budgam and Srinagar.

Syed Mushtaq Razvi has taken over as the Deputy Director of Tribal Affairs in Kashmir.

Inzar Ahmed Rana has joined the Tribal Affairs Department as Under-Secretary.

Additionally, several officers have been appointed as Deputy District Election Officers, including Javid Ahmad Rather (Budgam), MMukhtar Ahmad (Pulwama), Nisar Ahmad Wani (Anantnag), and Vijay Kumar (Reasi).

Syed Farooq Ahmad is the new Assistant Commissioner (Central) in the Kashmir Divisional Commissioner’s office.

Furthermore, officers who were awaiting adjustment have now received regular postings.
