Kochi, Aug 4 (NationPress) The Kerala High Court raised concerns on Monday regarding the legitimacy of Kerala State University's Vice Chancellor, Dr. Mohanan Kunnummal, in maintaining the suspension of Registrar Dr. K.S. Anilkumar, even after it was overturned by the University Syndicate.

The court was examining a petition from Anilkumar aiming to invalidate multiple directives issued by the VC under Section 10(13) of the Kerala University Act, which barred him from resuming his duties.

Anilkumar's suspension occurred last month when the VC took action after he cancelled a private event that was set to be inaugurated by Governor Rajendra V. Arlekar, who also serves as the chancellor of state universities.

This incident unfolded within the Senate Hall of Kerala University. Just before the event, following protests from the student and youth factions of the CPI-M, Anilkumar notified the Governor that the programme was off.

The opposition arose due to objections against a portrait of Bharat Mata alongside a saffron flag displayed on the dais.

During the proceedings on Monday, the court questioned the VC's authority to keep the Registrar suspended.

"What power do you claim to maintain his suspension?" the court inquired.

In response, the VC's counsel stated that actions were taken under the powers bestowed by the statute, referencing Section 10(13) of the Kerala University Act.

This provision allows the Vice Chancellor to exercise powers typically held by the Syndicate or Academic Council in emergencies, with a requirement to report the actions at the next assembly.

At the Syndicate meeting on July 6, the suspension was presented to the Syndicate.

The VC's lawyer argued that the case warrants prolonged discussion, as the interim relief sought for lifting the suspension effectively equates to granting permanent relief.

Later, the court noted that the agenda was indeed about the suspension, indicating a counter affidavit to be prepared against the suspension challenge.

Ultimately, the court did not issue any interim orders but scheduled the case for further deliberation on August 6.

For some time, tensions have existed between the successive Governors—first Arif Mohammed Khan and now Arlekar—and the Pinarayi Vijayan administration regarding the operational management of universities in the state.
