The directive noted, "Given the videos and media reports that have been extensively circulated on public news channels and various media platforms, it is noted that Dr K. Ramachandra Rao, DGP of the Directorate of Civil Rights Enforcement (DCRE), has exhibited behavior that is considered inappropriate and unbecoming of a government official, thereby causing embarrassment to the government. The state government has reviewed the aforementioned situation and is convinced that the officer's conduct violates Rule 3 of the All India Services (Conduct) Rules, 1968. Consequently, the government is prima facie satisfied that it is essential to suspend DGP Ramachandra Rao immediately, pending further inquiry.
The order elaborated, "In light of the circumstances outlined previously, therefore, exercising powers under Rule 3(1)(a) of the All India Service (Discipline and Appeal) Rules, 1969, Ramachandra Rao, DGP, DCRE, is hereby suspended forthwith, pending an inquiry. During the suspension period, he must not leave the headquarters without the state government's written consent."
This incident marks a significant embarrassment for the Karnataka Police Department, as videos depicting inappropriate behavior by K. Ramachandra Rao with a woman in his official attire went viral on social media.
The clips reportedly show Ramachandra Rao in his official chamber, partaking in questionable conduct with a woman. In one segment, he is visible kissing the woman while seated in his uniform in his office. In another video, he is seen within his office, dressed in formal attire, engaging in similar behavior in front of the Indian flag and the Police Department’s emblem displayed in his office. The woman appears to be cooperating with him throughout the videos.
In response to the videos, DGP K. Ramachandra Rao asserted that the footage circulating online is "manipulated."
During a media interaction in Bengaluru on Monday, Rao stated, "These are manipulated videos. No such incident has occurred. I will consult with my attorney and determine the next steps."
Previously, the Karnataka government had placed Ramachandra Rao on compulsory leave in March 2025 in relation to a gold smuggling investigation, from which he was recently reinstated.
He is accused of collaborating with Ranya Rao in gold smuggling activities. The government has initiated an inquiry into this matter and is currently awaiting a report.
Ranya Rao was apprehended on charges related to gold smuggling and allegedly misusing her stepfather Rao’s name to circumvent security checks by leveraging the privileges reserved for officials.
In response to the allegations surrounding DGP K. Ramachandra Rao, Chief Minister Siddaramaiah emphasized on Monday that no officer is above the law and that disciplinary measures would be pursued if necessary.
He made these remarks while addressing media inquiries in Belagavi.
"An inquiry will be launched into this matter, and disciplinary action will be taken against the DGP if warranted. No senior official is above the law," stated the Chief Minister.
