PM Modi visits UAE to deepen energy ties and strategic partnership
Synopsis
Key Takeaways
Prime Minister Narendra Modi departed for the United Arab Emirates on Friday, 15 May, on the first leg of a six-nation tour aimed at advancing the bilateral Comprehensive Strategic Partnership with Abu Dhabi. The visit centres on energy security and investment, with two significant memoranda of understanding — covering LPG supply and strategic petroleum reserves — expected to be signed, according to official sources.
Key Agenda in Abu Dhabi
Modi is scheduled to meet UAE President Sheikh Mohamed bin Zayed Al Nahyan for wide-ranging talks covering bilateral trade, energy cooperation, and people-to-people ties. The Ministry of External Affairs (MEA) said both leaders will exchange views on deepening the Comprehensive Strategic Partnership, which is underpinned by strong political, cultural, and economic links.
The UAE is currently India's third-largest trade partner and its seventh-largest cumulative source of investment over the past 25 years. The welfare of the 4.5 million-strong Indian community in the UAE is also expected to feature prominently in the discussions.
Energy Security at the Forefront
Energy cooperation is among the highest-priority items on the agenda. The two MoUs on LPG and strategic petroleum reserves, if concluded, would mark a substantive step in India's effort to diversify and secure its energy supply chains. This comes amid sustained global energy volatility and India's push to lock in long-term supply arrangements with Gulf partners.
The Broader Six-Nation Tour
MEA Secretary (West) Sibi George briefed reporters that the Prime Minister's tour spans six days and five countries — the UAE, the Netherlands, Sweden, Norway, and Italy.
In the Netherlands, Modi will call on King Willem-Alexander and Queen Maxima and hold talks with Prime Minister Rob Jetten. It will be his second visit to the Netherlands since 2017.
The tour then moves to Gothenburg, Sweden, where Modi will hold bilateral talks with Prime Minister Ulf Kristersson. Both leaders are also scheduled to address the European Round Table for Industry alongside European Commission President Ursula von der Leyen.
On Monday, Modi arrives in Norway for the 3rd India-Nordic Summit and bilateral engagements. The final leg takes him to Italy on Tuesday, where he will call on President Sergio Mattarella and hold talks with Prime Minister Georgia Meloni.
What This Visit Signals
The UAE stop is notably the first and most substantive bilateral engagement of the tour, reflecting the Gulf nation's growing weight in India's energy and investment calculus. Notably, this is not Modi's first visit to the UAE — the relationship has been steadily elevated through multiple high-level exchanges over the past decade. The expected MoU signings suggest both sides are moving from framework agreements to operational commitments on energy.
All eyes will be on whether the LPG and petroleum reserve deals are formally inked before Modi departs for Europe, which would mark a concrete deliverable from an otherwise agenda-setting trip.
