Modi launches ₹1.05 lakh crore projects in Rajasthan, inaugurates India's first greenfield refinery
Synopsis
Key Takeaways
Prime Minister Narendra Modi on 5 July 2025 inaugurated India's first greenfield integrated refinery-cum-petrochemical complex and laid the foundation stone for the Jaipur Metro Phase-2 corridor at a programme held in Pachpadra, Balotra district, Rajasthan. In all, he dedicated and launched development projects worth over ₹1.05 lakh crore for the state, covering energy, urban transport, rail, and renewable power.
On the sidelines, letters of appreciation were presented to approximately 54,000 newly recruited government employees across various departments — a signal of the state's hiring momentum ahead of assembly milestones.
India's First Greenfield Refinery
The centrepiece of the event was the inauguration of the 9 MMTPA refinery-cum-petrochemical complex at Pachpadra, developed as a 50:50 joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan at an investment of ₹79,459 crore. The facility integrates refining and petrochemical production, with a dedicated petrochemical capacity of 2.4 MMTPA.
Designed to process a blend of Rajasthan crude and imported crude, the complex carries a Nelson Complexity Index of 17.0 and a petrochemical production intensity of over 26 per cent — metrics that officials say match global efficiency and sustainability benchmarks. The refinery is projected to strengthen India's energy security, deepen self-reliance in the petrochemical sector, and act as an anchor industry catalysing petrochemical and plastic parks across the region.
Jaipur Metro Phase-2: 41-km North-South Corridor
Modi laid the foundation stone for the Jaipur Metro Rail Project Phase-2, a 41-km North-South corridor stretching from Prahladpura to Todi Mod, with an investment of over ₹13,037 crore. The corridor will span 36 metro stations and connect key nodes including Sitapura Industrial Area, Vishwakarma Industrial Area (VKIA), Jaipur International Airport, Tonk Road, SMS Hospital and Stadium, Ambabari, and Vidyadhar Nagar. An underground station is planned at the airport.
The project will be implemented by Rajasthan Metro Rail Corporation Limited, a joint venture between the Government of India and the Government of Rajasthan. The corporation has already issued a Letter of Acceptance for works worth over ₹918.04 crore under the first package of Phase-2, following Union Cabinet approval.
Rail and Renewable Energy Projects
Modi also dedicated two rail doubling projects to the nation: the Churu–Sadulpur (58 km) and Churu–Ratangarh (46 km) lines, constructed at an estimated cost of ₹892 crore. These are expected to ease congestion, improve punctuality, and strengthen freight movement across north-west Rajasthan, particularly Churu district.
Energy projects worth ₹9,079 crore were also inaugurated, including SJVN's 1,000 MW Bikaner Solar Power Project and NHPC's 300 MW Karnisar Solar Power Plant in Bikaner — further consolidating Rajasthan's standing as a leading renewable energy hub in India.
Who Attended
The programme was attended by Governor Haribhau Kisanrao Bagde, Chief Minister Bhajanlal Sharma, Union Minister for Petroleum and Natural Gas Hardeep Singh Puri, Deputy Chief Ministers Diya Kumari and Dr Prem Chand Bairwa, state ministers, Members of Parliament, Members of the Legislative Assembly, senior officials, and a large public gathering.
With the refinery set to reshape Rajasthan's industrial geography and the metro poised to transform Jaipur's urban mobility, the state now awaits the execution phase — where timelines and disbursement schedules will determine whether these headline investments translate into on-ground impact.
