Odisha Chief Minister Mohan Charan Majhi on Friday, 12 June 2025, marked the completion of the Bharatiya Janata Party (BJP)-led state government's two years in office by outlining a sweeping set of achievements and fresh announcements, asserting that Odisha is on a steady path toward 'Samruddha Odisha' — the government's vision of a prosperous state by 2036. Addressing a press conference at the Lok Seva Bhawan in Bhubaneswar, Majhi said the government has launched 121 new schemes, programmes, and initiatives since assuming power.

Key Announcements on Education and Food Security

In two of the most headline-grabbing declarations of the press conference, Chief Minister Majhi announced that education from Kindergarten (KG) to Postgraduate (PG) level will be made completely free across Odisha. He also unveiled the Mukhyamantri Annapurna Yojana, under which beneficiaries covered under the National Food Security Act (NFSA) and State Food Security Scheme (SFSS) will receive an additional 5 kg of rice per month free of cost, raising the total free rice entitlement to 10 kg per beneficiary.

Women Empowerment and Lakhpati Didis

Majhi highlighted progress under flagship women-focused schemes including Subhadra, Mukhyamantri Kanya Bibaha, and Kanya Sumangala Yojana. He said the state government facilitated subsidised bank loans worth ₹38,795 crore to more than four lakh Self-Help Groups (SHGs) over two years. Majhi further claimed that Odisha has emerged as one of the best-performing states in the country in creating 'Lakhpati Didis', reflecting the government's stated focus on women's financial independence.

Infrastructure and Industrial Investment

On infrastructure, the Chief Minister said Odisha has allocated ₹72,100 crore as capital expenditure in the current budget — equivalent to 6.5% of the state's GDP — which he claimed is the highest capital expenditure share among all Indian states. On the industrial front, Majhi said Odisha has secured investment proposals worth ₹20 lakh crore through the Utkarsh Odisha conclave and a series of investment summits and roadshows held across the country. Ongoing railway projects worth ₹90,000 crore and road projects exceeding ₹30,000 crore were also cited as evidence of infrastructure momentum.

Healthcare and Agriculture

The Chief Minister said the government implemented the Ayushman Bharat-Gopabandhu Jan Arogya Yojana, extending cashless healthcare to 3.46 crore beneficiaries across more than 32,000 hospitals nationwide. Several newly established medical colleges have begun academic operations during the two-year tenure, with more in the pipeline. For farmers — whom Majhi referred to as 'Annadatas' — he cited the Samruddha Krushak Yojana as one of four major decisions taken immediately after the BJP came to power in Odisha.

Connectivity and Urban Development

Majhi spotlighted the Rameswar–Tangi and Rameswar–Paradip coastal roads, and said the proposed Bhubaneswar–Cuttack–Puri–Paradip Corridor would transform the region. Bhubaneswar is to be developed as Greater Bhubaneswar. Responding to opposition questions on the so-called 'double-engine government', Majhi also cited the removal of the term 'Dham' from the Digha Jagannath Temple as a cultural achievement. With eleven years still remaining on the 2036 horizon, the government's ability to convert announced investments and schemes into measurable outcomes will define whether 'Samruddha Odisha' moves from slogan to reality.
