The Prime Minister’s Office (PMO) has stated that this year’s conference will revolve around the theme “Human Capital for Viksit Bharat.” The event seeks to strengthen cooperation between the Centre and States through structured dialogue, aligned with the Prime Minister’s vision of cooperative federalism.
The PMO elaborated that this conference “acts as a platform for the Centre and States to collaborate, crafting a shared roadmap to unlock India’s Human Capital potential and expedite inclusive, future-oriented growth.” The discussions aim to transform the perception of India’s population from a mere demographic dividend to a significant human capital resource by devising effective strategies to enhance educational frameworks, advance skilling initiatives, and create future-ready employment opportunities throughout the country.
The three-day conference, occurring from December 26 to 28, will focus on finalizing a unified development agenda. Within the main theme, particular attention will be directed towards five essential areas: Early Childhood Education, Schooling, Skilling, Higher Education, and Sports & Extracurricular Activities. Best practices and actionable strategies for States and Union Territories will be thoroughly examined.
Moreover, six special sessions are planned on vital reform and growth-centric topics, including Deregulation in States; Technology in Governance – Opportunities, Risks, and Mitigation; AgriStack for Smart Supply Chain and Market Linkages; One State, One World Class Tourist Destination; Atmanirbhar Bharat & Swadeshi; and Plans for a Post-LWE (Left Wing Extremism) Future.
The PMO also highlighted that focused discussions over meals will cover Heritage & Manuscript Preservation and Digitisation, as well as Ayush for All – Integrating Knowledge in Primary Healthcare Delivery, emphasizing the government’s commitment to cultural preservation and comprehensive healthcare.
The National Conference of Chief Secretaries has taken place annually for the past four years, beginning with the first conference in Dharamshala in June 2022, followed by events in New Delhi in January 2023, December 2023, and December 2024.
