Union Consumer Affairs Minister Pralhad Joshi announced on Saturday, 6 June 2026 that a long-demanded Railway Under Bridge (RUB) near Karnataka University, Dharwad has been completed and is ready for inauguration, ending years of traffic hardship for students and commuters on the university road.

Posting in Kannada, Minister Joshi stated: 'ಧಾರವಾಡದ ಜನತೆಯ ಬಹುದಿನಗಳ ಬೇಡಿಕೆಯಾಗಿದ್ದ ಕರ್ನಾಟಕ ವಿಶ್ವವಿದ್ಯಾಲಯದ ಬಳಿ ರೈಲ್ವೆ ಅಂಡರ್ ಬ್ರಿಡ್ಜ್ ನಿರ್ಮಾಣಕಾರ್ಯ ಮುಗಿದಿದೆ' ('The Railway Under Bridge near Karnataka University, long demanded by the people of Dharwad, has been completed'). The new underbridge is located near Railway Gate No. 29 on the university road and has been built at a cost of Rs 55 crore, spanning a length of 900 metres.

Joshi credited BJP MLA Aravind Bellad, who represents the Hubballi-Dharwad West assembly constituency, for bringing the traffic problem to his attention and following up on the project. The minister said he personally coordinated with senior Railway Ministry officials to get the project sanctioned and executed.

Context

Karnataka University Dharwad (KUD), established in 1949, is one of north Karnataka's premier educational institutions. The road leading to the university crosses an active railway line at Gate No. 29, a manned level crossing that had long created bottlenecks for thousands of daily commuters, students, and vehicles.

The completed RUB eliminates the need to wait at the level crossing, providing an uninterrupted, grade-separated passage beneath the railway tracks. Joshi described it as a 'permanent solution' to a long-standing problem, adding that the underbridge will 'pave the way for smooth and safe movement.'

Indian Railways has been systematically replacing manned level crossings with Road Under Bridges and Road Over Bridges since 2014, as part of a national safety and capacity augmentation programme. The initiative aims to reduce accidents at unmanned and manned crossings and ease urban traffic flow, particularly in tier-2 cities where rail lines bisect growing residential and institutional zones.

The South Western Railway zone, which manages the Hubballi-Dharwad rail section, was responsible for executing this project. Joshi thanked Prime Minister Narendra Modi, Union Railway Minister Ashwini Vaishnaw, and Union Minister of State for Railways V. Somanna for their support in enabling the project.
