Union Home Minister Amit Shah on Tuesday, 27 May 2025, launched the Vibrant Villages Programme-2 from the India-Pakistan border region near Bikaner, Rajasthan, marking a significant push to strengthen infrastructure and connectivity in strategically critical frontier areas. Under the initiative, 184 border villages across Rajasthan's border districts — Bikaner, Jaisalmer, Barmer, and Sri Ganganagar — have been earmarked for priority development in road connectivity, 4G mobile networks, electricity access, and television connectivity.

Shah arrived in Bikaner late Monday night, landing at Nal Air Force Station aboard a special aircraft at around 10:30 pm. He was received by Rajasthan Chief Minister Bhajanlal Sharma and Union Law Minister Arjun Ram Meghwal, before proceeding directly to BSF Headquarters for an overnight stay. Officials noted the visit was conducted with minimal protocol, reflecting Prime Minister Narendra Modi's emphasis on simplicity in VVIP movement.

What the Programme Covers

The Vibrant Villages Programme-2 targets 184 villages in Rajasthan's five border districts, prioritising last-mile connectivity interventions that have historically lagged in remote frontier zones. The scheme covers road infrastructure, 4G mobile network rollout, uninterrupted electricity supply, and television access — amenities that remain patchy in many of these settlements. The programme is part of the Centre's broader strategy to integrate border villages into the national development mainstream, reducing the isolation that has long made frontier communities vulnerable.

Border Visit and Security Review

Following the launch, Shah visited the Sanchu Border Outpost near the India-Pakistan border, where he interacted with Border Security Force (BSF) personnel and inaugurated welfare schemes for security forces. He also reviewed security arrangements and observed the border from a watchtower. The international border lies approximately five kilometres from the post.

The Sanchu Border Post carries considerable historical weight — Indian forces recaptured it from Pakistani occupation during the 1965 war, and it played a role in the 1971 conflict as well. A museum at the site preserves accounts of military valour and the history of border defence operations.

High-Level Security Meeting in Bikaner

At 2:00 pm, Shah chaired a high-level security review meeting in Bikaner, attended by officials from the Ministry of Home Affairs, the Rajasthan government, the BSF, and the District Magistrates and Superintendents of Police of the five border districts. Senior administrative figures present included the Chief Secretary, Director General of Police, Divisional Commissioner, and Inspector General of Police.

Political and Strategic Significance

Several Bharatiya Janata Party (BJP) leaders were present at Nal Airport to receive the Home Minister, including BJP State President Madan Rathore, Minister-in-Charge Gajendra Singh Khimsar, and Cabinet Minister Sumit Godara. The visit is widely seen as underscoring the Centre's dual focus on border security and rural development in frontier regions — an agenda that has gained sharper political salience given the strategic sensitivity of Rajasthan's border districts with Pakistan. This is the second edition of the Vibrant Villages Programme, which was first launched to develop border areas along the northern frontier.
