Hyderabad, Sep 28 (NationPress) Telangana Assembly Speaker Gaddam Prasad Kumar is set to preside over a trial commencing on Monday related to four disqualification petitions lodged by the Bharat Rashtra Samithi (BRS) against defecting MLAs.

Following a review of the submissions from the ten defected MLAs of the BRS, the Speaker has opted to initiate a trial as per the guidelines outlined in the Tenth Schedule of the Constitution.

According to the schedule for these proceedings released by Legislature Secretary V. Narasimha Charyulu, the Speaker will oversee the cross-examination of the petitioners' counsels by the four defected MLAs and vice versa.

The hearings are scheduled for September 29 and October 1.

Defected MLAs, including T. Prakash Goud (Rajendranagar), Kale Yadaiah (Chevella), Gudem Mahipal Reddy (Patancheru), and Bandla Krishna Mohan Reddy (Jogulamba Gadwal), are expected to participate in the hearings.

On September 29, BRS MLA Kalvakuntla Sanjay will be cross-examined by Goud’s counsel, Chinta Prabhakar will represent Yadaiah’s and Mahipal Reddy’s interests, and Palla Rajeshwar Reddy will be represented by Krishna Mohan Reddy’s counsel.

On October 1, Goud will be examined by Sanjay’s counsel, while Yadaiah and Mahipal Reddy will be represented by Prabhakar’s counsel, and Krishna Mohan Reddy will be examined by Rajeshwar Reddy’s counsel.

The hearings on both days will occur from 11 a.m. to 4 p.m.

The BRS has filed petitions urging the Speaker to disqualify the ten party MLAs who defected to the ruling Congress party.

They have also approached the Supreme Court regarding delays by the Speaker in addressing their petitions.

On July 31, the Supreme Court instructed the Assembly to resolve the disqualification petitions of the ten BRS MLAs who transitioned to Congress following the November 2023 elections.

This marks a historic first for the Telangana Assembly as the Speaker engages in hearings regarding disqualification petitions.

In light of the ongoing hearings, the Legislature Secretary has enacted restrictions at the Assembly premises.

These restrictions will be in effect from September 29 to October 6, prohibiting visitors without valid permission. Media personnel will be barred from entering the premises, and press briefings will not be allowed either.

Former MLCs, MLAs, and MPs will not be granted access, while sitting legislators may only enter their respective party offices.

Members (both petitioners and respondents) and their advocates are advised against bringing mobile phones. Anyone caught recording or photographing during the proceedings will have their devices confiscated, and the associated advocate will be disallowed from participating further, as stated by the Secretary.

Point of View

I observe that this unprecedented trial in the Telangana Assembly reflects a critical juncture in the region's political landscape. The proceedings underscore the importance of accountability in governance and the challenges posed by defections in a parliamentary democracy. It's imperative for political entities to uphold the trust of their constituents while navigating these complex situations.
