Today in Parliament: HM Amit Shah to Present the Disaster Management (Amendment) Bill in Lok Sabha

New Delhi, Dec 4 (NationPress) Union Home Minister Amit Shah is set to present The Disaster Management (Amendment) Bill, 2024 in the Lok Sabha on Wednesday. Meanwhile, in the Rajya Sabha, External Affairs Minister S. Jaishankar will deliver a statement concerning the latest developments in India-China relations.
The Disaster Management (Amendment) Bill aims to revise the Disaster Management Act of 2005, providing enhanced clarity on roles and granting more power to authorities at both national and state levels. Initially introduced in the Lok Sabha on August 1, the Bill seeks to revise the existing Act, which was originally established to ensure efficient disaster management in India by creating institutional frameworks, disaster management plans, and strategies to prevent and mitigate disaster impacts.
Additionally, Union Railway Minister Ashwini Vaishnaw will introduce The Railways (Amendment) Bill, 2024. This legislation focuses on modifying the Railways Act of 1989 to strengthen the authority of the Railways Board and enhance operational efficiency.
Among the key features of the Bill is the integration of the Indian Railway Board Act of 1905 into the Railways Act of 1989. This integration aims to simplify the regulatory framework governing Indian Railways by repealing the Indian Railway Board Act of 1905 and incorporating its provisions into the current Railways Act. These amendments are designed to streamline the structure and composition of the Railway Board, thereby improving the overall efficiency of railway operations.
Moreover, Union Minister Rao Inderjit Singh will provide updates regarding the Standing Committee on Finance.
Reports from the Standing Committee on Coal, Mines and Steel will be presented by members Anurag Singh Thakur and Manna Lal Rawat.
In addition to the statements and the Question Hour, ten ministers will present papers related to their ministries on various topics.
In the Rajya Sabha, External Affairs Minister S. Jaishankar will make a suo-moto statement on recent developments in India’s relations with China. He previously made a similar statement in the Lok Sabha on Tuesday.
He noted that bilateral relations between India and China are gradually improving following the successful disengagement agreement along the Line of Actual Control (LAC) in eastern Ladakh. "Our (India-China) relationship has been abnormal since 2020 when peace and stability in the border areas were disrupted due to Chinese actions. Recent developments, reflecting our ongoing diplomatic engagement, are steering our ties toward improvement," he stated. The External Affairs Minister reaffirmed that the normalization of India-China relations relies on mutual sensitivity, respect, and interests.
Furthermore, Union Minister Piyush Goyal will also introduce The Boilers Bill, 2024, aimed at regulating boilers, ensuring the safety of life and property from the hazards of steam-boiler explosions, and establishing uniformity in the registration and inspection processes during the manufacture, installation, and operation of boilers across the country.
