The signing ceremony took place in Gandhinagar and was attended by Chief Minister Bhupendra Patel and Deputy Chief Minister Harsh Sanghavi.

The agreement follows an initial meeting in December 2025 with Starlink Operations SpaceX Vice-President Lauren Dreyer, the Chief Minister, and the Deputy Chief Minister.
Under the proposed pilot projects, satellite-based high-speed internet will be deployed in regions lacking robust telecom infrastructure, including remote, border, and tribal areas.
The pilot phase aims to connect Common Service Centres and e-governance facilities to facilitate quicker and more accessible government service delivery.
Special focus will be placed on tribal regions and Aspirational Districts like Narmada and Dahod, where enhanced digital connectivity is expected to improve administrative outreach and service delivery.
The LoI also outlines plans for smart connectivity at Primary Health Centres, government schools, and statewide telemedicine centres to boost access to healthcare and educational services.
Moreover, connectivity will extend to district disaster management control rooms, wildlife sanctuaries, port facilities, and coastal areas, enhancing coordination, monitoring, and response capabilities.
The cooperation framework also includes capacity-building efforts, featuring joint training programs for government agencies, schools, and disaster management teams to optimize the use of digital infrastructure.
Further, the agreement details connectivity enhancements for Gujarat Industrial Development Corporation industrial parks, highway safety systems, maritime operations, and coastal police units.
To ensure successful execution, a Joint Working Group will be established, comprising representatives from the state government and Starlink to oversee the planning and implementation of these initiatives.
The LoI was exchanged by Industries Commissioner P. Swaroop on behalf of the state government and Prabhakar Jayakumar, Head of Starlink India, representing the company.
Chief Minister Patel expressed optimism that this partnership will serve as a landmark in expanding digital services throughout the state and further accelerate progress in e-governance.
