Amaravati, Jan 5 (NationPress) The Chief Minister of Andhra Pradesh, N. Chandrababu Naidu, announced on Monday that the state has reached a significant achievement for Atmanirbhar Bharat with the successful inauguration of the Residue Upgradation Facility at the Visakhapatnam Refinery, owned by the state’s Hindustan Petroleum Corporation Limited.
“Andhra Pradesh marks yet another important milestone for Aatmanirbhar Bharat. As part of the three-phase Visakh Refinery Modernisation Project (VRMP), this facility now includes a cutting-edge Residue Upgradation Facility equipped with three of the largest reactors globally,” the Chief Minister shared on ‘X’.
He emphasized that this enhancement will support local fuel requirements and foster socio-economic development.
Chief Minister Naidu expressed gratitude towards Prime Minister Narendra Modi for his strategic vision in reinforcing the Visakh Refinery to advance the nation’s energy independence. He noted that this development positions the East Coast as a premier refining center.
Naidu's remarks were in response to a post from Union Minister for Petroleum and Natural Gas Hardeep Singh Puri.
“India’s pursuit of energy security has achieved a landmark with the launch of the HPCL’s Residue Upgradation Facility (RUF) at the Visakh Refinery,” wrote the Union Minister.
Puri highlighted that this vital infrastructure in Andhra Pradesh represents a substantial step towards Atmanirbhar Bharat, under the visionary guidance of both Prime Minister Modi and Chief Minister Naidu.
“The facility is an engineering marvel, containing three LC-Max reactors each weighing approximately 2,200 MT—among the heaviest engineering structures worldwide—all designed and constructed within India. With a throughput capacity of 3.55 MMTPA, the RUF employs advanced residue hydrocracking technology to achieve a 93% conversion rate of bottom-of-the-barrel oils into premium products, optimizing the utility of every barrel to fuel the nation’s rapid growth,” he remarked.
Originally established by Caltex Oil Refining India (CORIL) with a capacity of 0.675 million tonnes per annum in 1956, the Visakh Refinery holds the title of the oldest oil refining site along the eastern seaboard.
Since 1978, it has been under the ownership and management of Hindustan Petroleum.
