Bihar CM Samrat Choudhary announces 4x land compensation for township project
Synopsis
Key Takeaways
Bihar Chief Minister Samrat Choudhary on Tuesday, 19 May assured landowners whose property may be acquired for a proposed township project that they will receive compensation at four times the standard rate, pledging that no individual would face financial hardship as a result of the acquisition. The assurance came during the inauguration of a 'Sahyog Shivir' (Assistance Camp) in Saran district.
What the Compensation Policy Covers
Choudhary clarified that landowners facing natural calamities, personal hardships, or urgent financial needs — including those concerned about funding major family expenses such as daughters' weddings — can submit applications directly to the District Magistrate. Following verification, compensation calculated at four times the standard rate will be credited directly to the landowner's bank account. The Chief Minister stressed that no individual would suffer a financial loss due to the acquisition process.
Sahyog Shivir: Grievance Redressal at the Panchayat Level
The statewide Sahyog Shivir initiative was formally launched from Dumri Buzurg Panchayat in the Sonepur block. Under the programme, these camps will be held in every panchayat across Bihar on the first and third Tuesdays of each month. Choudhary described the initiative as a mechanism to ensure swift grievance redressal and timely justice for citizens at the grassroots level.
To enforce accountability, Choudhary issued strict instructions that all applications received at these camps must be resolved within 30 days. Officials failing to meet this deadline will face automatic suspension on the 31st day. Notices will additionally be issued to concerned officials on the 10th, 20th, and 25th days after an application is filed.
Digital Infrastructure and Helpline Already in Place
The government had already introduced the 'Sahyog Portal' and a dedicated helpline — 1100 — on 11 May to facilitate complaint registration ahead of the camp launches. The portal and helpline are intended to complement the physical camps, providing citizens with multiple channels to raise concerns.
Development Projects Announced for Sonepur
During his address, Choudhary also announced a series of development projects for the Sonepur region. These include the construction of a 'Ganga-Ambika Path', modelled on Patna's JP Ganga Path, along with a new bridge, an airport, and a township to be named after Baba Hariharnath. The Chief Minister linked these announcements to broader development undertaken under Prime Minister Narendra Modi and former Bihar Chief Minister Nitish Kumar, framing the Sahyog Shivir as a vehicle for transforming Bihar into a prosperous state.
With the compensation framework now clarified and a structured grievance mechanism in place, the government's next test will be whether district-level officials can deliver on the 30-day resolution mandate at scale across Bihar's thousands of panchayats.
