Is Bihar Really the Land of Knowledge? Kiren Rijiju's Views on the Assembly's 150th Foundation Day
Synopsis
Key Takeaways
Patna, Feb 7 (NationPress) Union Minister of Parliamentary Affairs Kiren Rijiju characterized Bihar as a land of knowledge, emphasizing its significant historical impact on global thought and democratic practices.
During the Bihar Legislative Assembly's Foundation Day celebration, he remarked, "This land is where Lord Buddha spread the teachings of Buddhism worldwide. Bihar offers invaluable lessons, and its residents are remarkable orators."
He further stated, "When Biharis are in the Assembly, there’s never a mundane moment. Take pride in being Bihari!"
Union Minister Rijiju adjusted his itinerary to visit Bihar upon an invitation from Assembly Speaker Prem Kumar.
He highlighted Bihar's pioneering role in parliamentary innovation, noting that it was the first state assembly in India to be live-streamed.
Sharing insights from his parliamentary experience, Rijiju contrasted the functions of Indian and British legislators.
He recounted a parliamentary visit to England, revealing that an Indian MP serves around 2.5 million constituents, while a British MP represents about 90,000.
"In India, MPs and MLAs must address various public issues, from securing bail and hospital admissions to school enrollments and recommendations for utilities," he explained.
"In contrast, British representatives primarily focus on policy-making, not individual constituents’ problems," he added.
The Union Minister urged legislators to familiarize themselves with parliamentary rules before engaging in debates.
In light of recent controversies involving Rahul Gandhi and opposition members in Parliament, Rijiju asserted the necessity for all members to comprehend parliamentary regulations.
Present at the event, Lok Sabha Speaker Om Birla stated that future national leaders often emerge from state assemblies.
He stressed the importance of dignified expression rather than disruption and shouting.
"Understanding the Constitution and respecting the sentiments of the populace is vital," Birla remarked, describing Bihar as a land steeped in spirituality and democratic ideals.
On this significant day, Rajya Sabha Deputy Chairman Harivansh Narayan Singh underscored the necessity for Parliament and the Legislative Assembly to adhere to parliamentary norms.
He highlighted that preserving a legacy of values should be paramount, adding that the Bihar Legislative Assembly is technologically equipped to empower its legislators.
E-Vidhan (electronic legislature) is facilitating public engagement with their representatives.
