What Actions are Being Taken by Bihar’s Revenue Department to Accelerate Farmer Registry Progress?
Synopsis
Key Takeaways
Patna, Jan 2 (NationPress) The Revenue and Land Reforms Department of the Bihar government has implemented a strict stance concerning the slow advancement of the Farmer Registry under the Agri Stack initiative.
Department Secretary Gopal Meena has instructed all Circle Officers, Revenue Officers, and staff to finalize bucket claims and Jamabandi (land record) verification with urgency, emphasizing that any form of negligence will be unacceptable.
Deputy Chief Minister and Minister of Revenue and Land Reforms Vijay Kumar Sinha highlighted the farmer registry as a critical scheme for the state government, asserting that it will provide farmers with a digital identity, ensure transparent execution of agricultural programs, and facilitate the timely distribution of benefits.
The department is notably troubled by the extremely low rate of progress in land record verification.
Official statistics indicate that e-KYC verification by the Agriculture Department is only 31% completed, while bucket claims and Jamabandi verification by the Revenue Department stand at a mere 4.8%.
Officials have deemed this performance unacceptable, mandating that the farmer registry must be prioritized across all districts.
The Deputy CM has made it clear that any lack of diligence at any level will result in accountability.
He underscored that the ongoing reviews conducted in two phases under the Chief Secretary’s oversight reflect the government’s commitment.
The goal is to achieve 100% farmer registry coverage throughout the state.
A review meeting at the state level is scheduled for January 3, 2026, via video conferencing, chaired by the Chief Secretary of Bihar.
This meeting will also include District Collectors and officials from both the Agriculture Department and the Revenue and Land Reforms Department.
Significantly, the progress of this initiative is also being monitored at the central government level.
To expedite implementation, a two-phase review schedule has been established, with the first phase taking place between January 6-9, followed by the second phase from January 18-21.
As per directives, daily online work on bucket claims and Jamabandi verification is mandatory, along with daily monitoring at the Circle Officer and Additional Collector levels, and daily reviews at the headquarters level.
To eliminate technical obstacles, the department has distributed district-wise and circle-wise progress reports, training videos, and user manuals.
Secretary Gopal Meena reiterated that the success of the farmer registry is a mission-critical priority for the state government and instructed all officials to ensure speed, precision, and full compliance.
