This announcement was made by Chief Minister Nitish Kumar through a post on social media following a cabinet meeting.
The new governance phase is concentrated on generating employment, fostering industrial growth, enhancing agriculture, improving education, healthcare, infrastructure development, and ensuring good governance, with the ultimate goal of transforming Bihar into a developed and self-sufficient state.
First Resolve: Double Employment -- Double Income
The primary objective of the first resolve is to double the per capita income of Bihar. The Chief Minister mentioned that numerous initiatives will be introduced to meet this goal.
Through the Chief Minister’s Women Employment Scheme, women will be provided with Rs 10,000 for self-employment, with additional financial support of up to Rs 2 lakh to help grow their businesses. The 94 lakh impoverished families identified by the 2023 caste-based and socio-economic survey will be prioritized in employment programs.
To promote local products, markets and bazaars will be established across the state. The government aims to create one crore jobs and employment opportunities in the next five years. A dedicated Department of Youth, Employment, and Skill Development has been formed to spearhead this initiative.
Second Resolve: Prosperous Industry – Empowered Bihar
To expedite industrial development, three high-level committees headed by the Chief Secretary have been formed. These committees will aim to position Bihar as a technology hub in eastern India, develop a world-class work environment, and encourage local entrepreneurs and youth to establish industries within the state.
Industrial zones will be created in all districts, with the government setting an ambitious target of attracting Rs 50 lakh crore in private investments over the next five years. A new Directorate of Micro, Small, and Medium Enterprises (MSME) has been established, along with the Bihar Marketing Promotion Corporation, to promote exports and local products.
The government also plans to phase in the reopening of nine closed sugar mills and establish 25 new sugar mills throughout Bihar.

The government will expedite the Fourth Agricultural Roadmap (2024-2029) with the aim of increasing farmers’ income. A dedicated roadmap for Makhana (fox nut) will be introduced to enhance production and processing.
Special focus will be placed on dairy and fisheries, with plans to set up milk cooperatives in every village and establish ‘Sudha’ sales centers in all panchayats. Efforts to provide irrigation water to every field will also be intensified.
Fourth Resolve: Advanced Education – A Bright Future
A separate Higher Education Department has been formed. Renowned and historic educational institutions will be transformed into Centres of Excellence, and a new Education City will be established in the state.
Fifth Resolve: Accessible Healthcare – A Safe Life
This resolve aims to upgrade block-level Community Health Centres into Specialty Hospitals, while District Hospitals will be improved into Super Specialty Hospitals. Public-private partnerships will be encouraged to establish new medical colleges and hospitals.
To enhance healthcare services in rural and remote areas, the government will implement special incentives for doctors and enforce a policy prohibiting private practice by government doctors.
Sixth Resolve: Strong Foundation – Modern Expansion
Urban areas will be expanded and civic amenities will be strengthened. Planned modern cities will be developed, alongside affordable housing for urban poor.
Connectivity will be enhanced through the construction of five new expressways, and rural roads will be widened to two lanes in phases. The power infrastructure will be bolstered, and solar energy will be promoted via rooftop solar installations.
Tourism will see a significant boost as key destinations are developed into national and international tourist hubs, supported by improved facilities along tourism circuits. A film city will be constructed to promote the film industry, and a world-class sports city will be built in Patna, along with sports Centres of Excellence in all districts.
