London, March 16 (NationPress) Chelsea FC has agreed to pay a total of £10.75 million in fines for violating the Premier League regulations concerning Financial Reporting, Third Party Investment, and Youth Development. Additionally, the club has been handed an immediate nine-month Academy Transfer ban and a suspended one-year first-team player transfer ban(which will be suspended for two years).

The governing body of the professional football league in England, the Premier League, has concluded a disciplinary process concerning Chelsea FC regarding historical violations related to Financial Reporting and Third Party Investment from 2011 to 2018. This was achieved through two sanction agreements that have been validated by an independent Commission.

According to the Premier League's announcement, Chelsea FC's current ownership voluntarily disclosed potential breaches of the League's rules in 2022.

The investigation revealed that between 2011 and 2018, the club received undisclosed payments from third parties connected to Chelsea FC, which were directed towards players, unregistered agents, and other external parties. These transactions were not reported to football regulatory authorities, including the Premier League.

These payments were intended to benefit Chelsea FC and should have been classified as payments made by the club itself. Furthermore, the club acknowledged that these payments, along with their nondisclosure to the League, constituted a breach of the obligation to act in good faith towards the League.

The Premier League conducted a thorough reassessment of the club's financial records, taking into account the payments made for Chelsea FC's benefit. Notably, the Premier League Board determined that, had these payments been accurately reflected in Chelsea FC's financial statements, the club would not have violated the League’s Profitability and Sustainability Rules during the relevant periods.

In its statement, the Premier League Board indicated that the club's proactive self-reporting, admissions of wrongdoing, and remarkable cooperation during the investigation were significant mitigating factors in determining the appropriate sanction.

As part of the sanction agreement, Chelsea FC has accepted a £10 million fine and a suspended one-year transfer ban for the first team (suspended for two years).

Additionally, following another voluntary report by the club in 2025, the League examined possible infringements of the Premier League’s Youth Development Rules by a former senior staff member concerning the club's registration of Academy players from 2019 to 2022.

This led to a separate sanction agreement where Chelsea FC accepted an immediate nine-month ban on registering Academy players from Premier League and EFL clubs, as well as a fine of £750,000.

All penalties are effective immediately, and the club will also cover the entire costs related to the League’s investigation and disciplinary procedures.

In line with Premier League regulations, the sanction agreements with Chelsea FC have been reviewed and sanctioned by three members of the League’s independent Judicial Panel.

Moreover, a distinct FA disciplinary procedure concerning the club’s alleged breaches of FA Regulations stemming from similar actions is still ongoing. In 2022, Chelsea FC also informed UEFA about the historical violations, which led to the CFCB First Chamber entering into a settlement agreement with the club, resulting in a financial contribution of €10 million (£8.6 million).

The Premier League's actions against Chelsea were initiated under Rules W.6.7 and W.16 to W.18, which empower the League to enter into a Sanction Agreement when it finds that a club has breached its regulations, allowing for the club to admit the breaches and accept the corresponding sanctions.
