He emphasized: "The press statement from Punjab indicated that the video underwent forensic examination and was found to be intentionally altered. This statement was brought to the attention of the Assembly Speaker during the session held on January 9, 2026."
"Given the circumstances, you are instructed to provide a written statement along with all relevant documents, including the application from the Police authorities and your Office's report, by January 22, 2026."
Speaker Gupta informed reporters that due to the seriousness of the matter, a special session might be convened, as all decisions regarding this issue must be made by the Assembly, not elsewhere.
Furthermore, the letter reiterated: "Enclosed is the press statement from the Jalandhar Commissionerate of Police, noting that a FIR was registered concerning the video from the Delhi Assembly proceedings in January 2026, and that the video was found to have been deliberately tampered with."
Speaker Gupta mentioned that the Committee on Privileges of the Delhi Assembly has begun proceedings related to this matter.
"A notice has been issued to Atishi regarding an alleged breach of privilege, and she is required to submit a written response by January 19," he stated.
He clarified that the referral to the Committee on Privileges was made during the House session, and actions including the forensic examination were taken with the cooperation of both the ruling BJP and the opposition AAP.
Providing context, the Speaker noted that the issue arose during the Assembly proceedings on January 6, causing substantial disruption.
