New Delhi, March 10 (NationPress) The second phase of the Budget Session of the Delhi Assembly is set to begin on March 24 and will continue until March 28. Chief Minister Rekha Gupta will unveil the Budget 2025-26 on March 25, as announced by an official on Monday.

Following the discussions on the Annual Budget on March 26, it is anticipated that the budget will be approved on March 27, according to a bulletin released by the Assembly Secretariat. The bulletin also revealed the reinstatement of Question Hour and Private Members’ resolutions, practices that have been absent since the AAP government took office in 2015.

Speaker Vijender Gupta has planned sittings on March 24, 25, 26, 27, and 28 for the transaction of business, alongside issuing new guidelines for the allocation of Visitors’ Gallery Passes.

The bulletin mentioned that the practice of Special Mention under Rule 280 of the Rules of Procedure and Conduct of Business will also be resumed.

Members wishing to raise issues under Rule-280 must submit their notices by 5 p.m. on the working day prior to the sitting when the matter will be addressed.

Balloting to determine the priority for the first 10 notices will take place in the Secretary’s office at 9:30 a.m. on the day the issue is scheduled to be raised, as indicated.

“Notices for Special Mention can be submitted for March 24, 26, 27, and 28. Members are advised to limit the content of their Special Mention to 8-10 lines and adhere to the original text when addressing the House. Any deviations will be rejected and removed from the proceedings. The matter should pertain to one department and focus on a single issue,” the bulletin stated.

In the guidelines for the Visitors’ Gallery, the Speaker has emphasized that members should only recommend names if they are personally confident about the visitors' backgrounds.

The bulletin noted that applications for gallery passes will not be accepted unless they include the signature and seal of the corresponding MLA, along with copies of the visitors' photo ID cards, duly attested.

“Requests for passes via phone will not be considered, and application forms for visitors’ gallery passes must be submitted by 5 p.m. on the working day prior to the date for which the passes are requested,” the bulletin concluded.
