He lauded the budget unveiled by Chief Minister Rekha Gupta, which boasts a remarkable total outlay of approximately Rs 1,03,700 crore.
Minister Sirsa remarked, "This budget is genuinely revolutionary for Delhi. Last year, when we presented a budget exceeding Rs 1 lakh crore, there were numerous doubts about funding sources, mobilization, and expenditure. Nevertheless, Chief Minister Rekha Gupta's leadership has demonstrated that implementing a Rs 1 lakh crore budget is indeed feasible."
He further noted that this year's budget of Rs 1.03 lakh crore is poised to expedite Delhi's growth and enhance its infrastructure.
Emphasizing the green initiatives, the Minister stated, "This is a Green Budget. From e-waste management to road transport, infrastructure, and metro projects, every facet integrates environmental considerations, including plantation efforts within each project."
He highlighted that 21 percent of the total budget is earmarked for green initiatives aimed at fostering pollution control and sustainable growth.
On the topic of women’s empowerment, Minister Sirsa announced that the Delhi government plans to issue licenses for 1,000 new e-auto permits specifically for women, thereby creating safe and dignified livelihood opportunities.
"Moreover, the initiative to distribute 2.5 crore sanitary pads through vending machines across schools and colleges marks a vital step toward enhancing women's health, dignity, and safety," he mentioned.
Minister Sirsa asserted that these initiatives will significantly boost women's involvement in public life and the workforce.
Highlighting commitments in education and healthcare, the Minister pointed to initiatives such as the distribution of bicycles to girl students, laptops for outstanding students, and real-time monitoring of ICU beds in hospitals.
"These measures will enhance access, transparency, and efficiency in service delivery," he emphasized.
Regarding employment and the gig economy, Minister Sirsa affirmed the government's dedication to enhancing working conditions for gig workers.
"Facilities like rest zones, affordable meals, and charging stations at Atal Canteens will be made available," he stated.
A special board for auto and taxi drivers, as well as gig workers, has been suggested to address their issues and ensure the effective execution of welfare programs.
In response to the Opposition's critiques, Minister Sirsa remarked that it is regrettable the Opposition fails to recognize the positive and enduring effects of this budget.
He also pointed out that nearly 75 percent of Delhi's budgetary needs are fulfilled through its own revenues, showcasing robust financial management.
He cited increases in GSDP and per capita income as indicators of economic stability and progress.
