New Delhi, March 24 (NationPress) Chief Minister Rekha Gupta unveiled the financial budget for the fiscal year 2026-27 during a session of the Delhi Assembly on Tuesday, proposing a comprehensive budget of Rs 1,03,700 crore.

This is her second budget presentation for the national capital. The Assembly Speaker, Vijender Gupta, praised her, stating, “The CM, Rekha Gupta, is presenting Budget 2026-27. Congratulations to her; it is her second Delhi budget.”

In her address, CM Gupta emphasized Delhi’s resilience and economic vitality, remarking, “Our city, Delhi, possesses a distinct identity characterized by its creative capabilities -- it has faced numerous challenges yet continues to thrive.” She noted, “Delhi encountered a challenging phase for many years. Despite enduring corruption, narrow-minded politics, and vote bank tactics over recent years, Delhi is now advancing swiftly...where progress is not only promised but evident in both data and the daily lives of people. Delhi is progressing at a triple-engine speed.”

CM Gupta further discussed Delhi’s economic status, stating, “The Economic Survey indicates that in Delhi, our dynamic citizens and robust economy are achieving growth faster than the national average. Nevertheless, structural challenges and a culture of handouts during 2021-22, 2023-24, and 2025 hindered growth. During these years, many startups and skilled workers left Delhi, leading to a drop in revenue and stagnation in per capita income compared to the national average. In 2024-25, Delhi’s GSDP surged by 8.9 percent to reach Rs 12.13 lakh crore, with an expected growth of 9.8 percent in 2025-26, reaching Rs 13.27 lakh crore.

She attributed this progress to support from the central government, stating, “The impact of our vision, along with PM Narendra Modi’s guidance and foresight, has significantly enhanced Delhi’s economic development.”

Regarding fiscal accomplishments, CM Gupta noted, “In 2024-25, Delhi’s contribution to the national GDP rose from 3.67 percent to a projected 3.72 percent in 2025-26. Under our administration, the per capita income has surpassed Rs 5 lakh, potentially reaching Rs 5.3 lakh by 2025-26. Delhi now ranks third in the country for per capita income.”

The revised budget estimate for the fiscal year 2025-26 stood at Rs 99,310 crore, with Rs 66,710 crore allocated for revenue and Rs 32,600 crore for capital expenditures. CM Gupta remarked, “Last year, I presented a historic budget of Rs 1 lakh crore. For a decade, capital expenditure in Delhi ranged between Rs 7,000 crore to Rs 15,000 crore, which was inadequate. We changed this trend, and in 2025-26, capital expenditure rose to Rs 28,115 crore, marking a historic increase.”

The proposed budget for FY 2026-27 includes Rs 1,03,700 crore, sourced from Rs 74,000 crore in tax revenue, Rs 900 crore from non-tax revenue, Rs 3,931 crore from centrally sponsored schemes, Rs 592 crore from the Central Road Fund, and Rs 16,700 crore through low-interest market borrowing.

CM Gupta emphasized priorities for infrastructure, stating, “Our aim is to establish seamless connectivity, climate-resilient corridors, and safe roads. For comprehensive development, I propose a budget of Rs 5,921 crore for the PWD department and Rs 7,887 crore for the Urban Development and Housing Department.” She added, “Delhi boasts 1,400 kilometers of roads. Last year, we constructed 400 kilometers. This year, we aim to pave 750 kilometers fully, ensuring dust-free roads across Delhi.”

The CM underscored environmental initiatives, stating, “This year, we presented Delhi’s budget as a ‘green budget’, assessing every scheme through an environmental lens. In every vision, we have prioritized ecological sustainability and the needs of future generations. A remarkable 21 percent of the total budget is dedicated to green initiatives aimed at enhancing our environment. This budget signifies a profound shift in our approach and harmonizes resources with the demands of Mother Earth.”
