Bhopal, Nov 27 (NationPress) The Madhya Pradesh government has delivered a strongly worded show-cause notice to senior IAS officer Santosh Verma due to his controversial public remarks that challenge the ongoing caste-based reservation system, which he labeled as "detrimental to social harmony" and a clear violation of civil service conduct regulations.
Issued late on Tuesday night by the General Administration Department (GAD), the notice instructs the officer, who currently serves as Deputy Secretary in the Agriculture and Farmers Welfare Department, to provide a written response within seven days. The notice emphasizes that a failure to respond will lead to unilateral departmental action without any further notice.
The uproar began on Sunday, November 22, when Verma, during a literary gathering in Bhopal, reportedly stated that reservations had "served their original purpose" and were now being "manipulated as a permanent political tool".
His contentious remarks were cited in Hindi (loosely translated): "Reservation benefits should be confined to only one family member, unless a Brahmin is willing to give his daughter to my son or form a relationship with him."
Footage of the speech quickly circulated on social media, igniting swift backlash from Scheduled Caste, Scheduled Tribe, and OBC organizations, as well as an unexpected wave of protests from Brahmin groups who accused Verma of "insulting constitutional protections".
By Monday morning, demonstrators from various social groups assembled outside the Vallabh Bhawan — the state secretariat, burning effigies and demanding not only an FIR under the SC/ST (Prevention of Atrocities) Act but also Verma's immediate suspension. Protest signs proclaimed "Bureaucrats cannot rewrite the Constitution" and "Protect Babasaheb's legacy".
In a significant disciplinary action, the Madhya Pradesh government suspended Santosh Verma, an IAS officer from the 2011 batch, effective immediately due to his highly controversial statements on caste-based reservations made at the public event.
The show-cause notice, issued late Wednesday night by the General Administration Department and signed by Deputy Secretary Pradeep Kumar Sharma, indicates that Verma's declaration, "Only one individual in a family should benefit from reservations, unless a Brahmin offers his daughter to my son or they establish a connection," prima facie violates several provisions of the All India Services (Conduct) Rules, 1968, and the All India Services (Discipline and Appeal) Rules, 1969.
"Making a public statement that adversely affects social harmony and incites caste-based animosity is grounds for disciplinary action," he remarked.
"No civil servant, regardless of rank, is permitted to publicly criticize constitutionally mandated policies in a way that harms the social fabric," said a senior source from the Mantralaya.
