Manipur Government Takes Firm Stance Against Absentee Staff Amid Ongoing Shutdown Protests

Imphal, April 20 (NationPress) The government of Manipur has issued orders for departmental heads to take decisive and stringent measures against employees who are absent from their workplaces without proper authorization during the shutdowns initiated by various groups protesting recent homicide incidents, officials reported on Monday.
A senior official indicated that Chief Secretary Puneet Kumar Goel, in a communication regarding this matter, urged all secretaries and departmental heads to guarantee the attendance of all government personnel in their respective offices without exception.
“Attendance reports must be submitted to the relevant administrative departments. Disciplinary actions should be initiated against individuals who are absent from duty without authorized leave,” the communication from the Chief Secretary emphasized.
The government has also instructed Deputy Commissioners in all districts to ensure the effective operation of all government offices and departments within their jurisdictions despite the ongoing disruptions.
Normal life across both the Imphal valley and the Naga-inhabited hill regions of Manipur has been severely affected as shutdowns called by various organizations persisted on Monday, disrupting daily activities throughout the areas.
The shutdown in the Imphal valley, which encompasses five to six districts, was initiated by the Meira Paibis (women torchbearers), one of the state's most influential women's organizations, in conjunction with numerous civil society organizations (CSOs).
This protest is in reaction to the murders of two minor children and the wounding of their mother, allegedly at the hands of suspected Kuki militants, in Bishnupur district on April 7, which has sparked widespread outrage and demonstrations.
The shutdown, which commenced at midnight on Saturday, has resulted in a near-total cessation of daily activities across the valley, impeding routine movement and services.
Members of the Meira Paibis and groups of women protesters were observed at various locations obstructing roads, conducting demonstrations, and limiting vehicular traffic in crucial areas.
According to law enforcement officials, both passenger and commercial vehicles have remained off the roads, while shops, businesses, and street vendors have closed, leading to substantial disruption and economic consequences.
In the hill regions, the United Naga Council (UNC), the principal body of the Naga community in Manipur, has additionally called for a three-day total shutdown across all Naga-inhabited areas of the state starting from midnight on Sunday.
The UNC enacted the shutdown to protest the killing of two Naga civilians, including a retired Indian Army personnel, in Ukhrul district on April 18, reportedly by suspected Kuki militants.
Manipur's Home Minister, Konthoujam Govindas Singh, on Sunday urged civil society organizations and the public to reconsider and revoke the shutdowns in the interest of public welfare, normalcy, and the operation of state administration.
