Bhubaneswar, Jan 22 (NationPress) The Odisha Cabinet has given the green light to 10 significant proposals during a meeting led by Chief Minister Mohan Charan Majhi on Wednesday.

The Chief Minister later shared details in a press conference regarding the cabinet's approval for the enhancement and fortification of one government-run Primary School in each Gram Panchayat under the Godavarish Mishra Adarsha Prathamik Vidyalaya (GMAPV) Scheme.

A total of 6794 Godavarish Mishra Adarsha Prathamik Vidyalayas will be established across the state under this initiative. Criticizing the prior SMART School scheme initiated by the former BJD government, he remarked: “The residents of Odisha were misled in the name of SMART school, as the initiative commenced without adequate planning or preparation of DPR or estimates. Therefore, our government has resolved in today’s cabinet meeting to upgrade one primary school in each panchayat into an Adarsh Vidyalaya.

The state government’s objective is to foster equitable education and comprehensive student development by improving infrastructure, implementing modern teaching methods as per the National Education Policy 2020, and promoting community involvement through the GMAPV initiative.

The projected expenditure by the government is approximately Rs 12000 crore over a span of five years from 2024-25 to 2028-29 for the establishment of 6794 model primary schools.

Majhi indicated that around Rs 4 to 5 crore will be allocated for the construction of each model primary school or the Godavarish Mishra Adarsha Prathamik Vidyalaya, with completion anticipated within four years.

He further mentioned that the initiative will commence in the current financial year, with model primary schools set to be established in 144 Gram Panchayats this fiscal year, while more schools will be developed in subsequent years. The cabinet also approved a memorandum to be presented to the 16th Finance Commission, which is scheduled to visit Odisha from February 5-7.

The Chief Minister also pointed out that the Odisha government will request funding amounting to Rs 12,56,148 crore for the period from 2026 to 2031 before the 16th Finance Commission for various developmental projects in the state.

Additionally, the Cabinet has decided that the state government will offer a 60 per cent subsidy with a maximum limit of Rs 6.5 crore to SC, ST, transgender individuals, women, and those in scheduled areas for establishing cold storage facilities.

Other eligible beneficiaries will receive a 50 per cent subsidy capped at Rs 6 crore. Furthermore, the government has agreed to provide an interest subvention of up to 6 per cent for new cold storage projects. The aim is to set up at least one cold storage facility in each of the 58 sub-divisions of the state.

The Odisha government has also resolved to provide a 50 per cent incentive, amounting to around Rs 110 crore in two phases, to RIR Power Electronics Limited to establish a Silicon Carbide Semiconductor Manufacturing facility in Bhubaneswar, marking the first of its kind in the country. Furthermore, the cabinet has approved several other significant proposals during Wednesday's meeting.
