Bhubaneswar, Nov 21 (NationPress) The Odisha state government has officially greenlit the Global Capabilities Centre (GCC) Policy, 2025, in a cabinet session led by Chief Minister Mohan Charan Majhi at the Lok Seva Bhawan on Friday.
The primary goal of this policy is to entice major multinational corporations (MNCs) to set up and enhance their GCCs in Odisha by providing a strong framework of top-tier infrastructure, skilled workforce, and attractive incentives.
After the cabinet meeting, Chief Secretary Manoj Ahuja shared with the media that there’s a growing global phenomenon where MNCs are moving their R&D, software development, and design operations to developing nations like India, capitalizing on cost efficiencies and local talent.
He also noted that approximately 1,800 GCCs are currently operational in India, employing around 21 lakh individuals.
In addition, seven other states have already implemented specific GCC policies. With this approval, Odisha becomes the eighth state to establish a dedicated framework for GCCs.
“This initiative is in line with the State’s long-term vision as outlined in Viksit Odisha 2036 and 2047, aiming to facilitate investments exceeding 1,000 crore to create at least five advanced GCC hubs across key economic regions like Bhubaneswar, Cuttack-Puri-Paradip, and Bargarh-Jharsuguda-Sambalpur, while generating over 50,000 direct and indirect jobs statewide,” stated the government in an official press release.
The GCC policy complements the recently introduced Odisha IT Policy 2025, allowing qualified GCC entities to benefit from favorable terms concerning land costs, leasing, skills development, electricity tariffs, interest subsidies, marketing strategies, SGST reimbursements, research and development, and contributions to PF/ESI.
Furthermore, the GCC Policy introduces unique incentives tailored for the industry, including capital and infrastructure support, relocation assistance for both domestic and international entities, co-working space rental discounts, and specialized packages for large-scale GCCs.
A Policy Advocacy & Vision Group (PAVG), consisting of specialists from academia, industry, and policy, will oversee the implementation, while the Odisha Computer Application Centre (OCAC) will function as the Nodal Agency.
The state’s Electronics & Information Technology (E&IT) Department will periodically assess the progress and refine policies to uphold Odisha's competitive stature.
During its meeting, the Odisha cabinet also approved twelve significant proposals from nine departments.
