Venugopal expressed his disapproval regarding the government's proposal to discuss and pass the Delimitation Bill in conjunction with the Constitution Amendment Bill in the Lok Sabha. Union Law Minister Arjun Meghwal took the floor to introduce the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, along with the Delimitation Bill 2026, signaling a significant advancement in the legislative agenda. This move came after Members of Parliament previously voted in favor of bringing the Bill to the floor for discussion.
Addressing the House, Venugopal stated, "This is contrary to parliamentary rules... One pertains to the Constitution Amendment Bill, while the others do not... Merging them is inappropriate. We cannot permit this; it has implications. If the Constitution Amendment Bill is set to be defeated, what purpose does it serve?"
In response to these apprehensions, Union Home Minister Amit Shah defended the government's strategy, clarifying that the voting process for a constitutional amendment is distinct from that of standard legislative amendments.
"Votes on a constitutional amendment differ from those on a law amendment," Shah noted.
He elaborated that the simultaneous introduction of multiple Bills is part of a comprehensive legislative strategy aimed at effectively realizing women's reservation.
"Following the Constitution amendment Bill, the other two Bills are critical for advancing women's reservation to fruition. Therefore, they have been presented together," he remarked.
Shah maintained that all discussions surrounding these three Bills are interrelated, legitimizing their concurrent consideration in the House. He also referenced historical precedents for this legislative approach.
"This has occurred several times before," he mentioned, recalling the passage of the Nari Shakti Vandan Adhiniyam in 2023, during which the Opposition agreed to discuss multiple Bills collectively.
While critiquing the Opposition, the Home Minister remarked, "They have arrived here with a predetermined intention to oppose every initiative, hence their opposition to everything."
