Congress Endorses Women's Quota, Critiques Delimitation Linkage and Government Intent

New Delhi, April 16 (NationPress) Congress MP Gaurav Gogoi commenced the discussion on women's reservation and delimitation-related Bills from the Opposition's perspective in the Lok Sabha on Thursday. He emphasized that while the Congress party advocates for women's reservation, it vehemently opposes tying this initiative to delimitation.
Gogoi raised concerns about the government's narrative surrounding this legislative effort, recalling that Home Minister Amit Shah had previously addressed the topic of women's reservation in 2023.
"Why is there a need to present today as a moment of joy, a historic celebration?" he questioned.
He reiterated the Congress party's stance, stating, "The Congress Party supports women's reservation, but it must be made straightforward for immediate implementation upon the law's passage, applicable to our current 543 Lok Sabha members. Do not associate it with delimitation. We stated this before, and we reaffirm it today."
Gogoi referenced Amit Shah's earlier remarks from the 2023 Lok Sabha debate on the Nari Shakti Vandan Adhiniyam, pointing out what he deemed a change in the government's position.
"Previously, the Honourable Home Minister said, 'No, the Delimitation Commission must be formed.' He also mentioned that right after the Lok Sabha elections in 2024, the census would occur followed by delimitation, and women’s reservation would be implemented immediately," Gogoi recounted.
He questioned the delay, asking, "What has changed over these three years? What has happened post-Lok Sabha elections—only two years ago? The Bill's Statement of Objects and Reasons indicates that the upcoming census and delimitation will take a significant amount of time, leading to delays."
Gogoi contended that had the government accepted the Opposition's position sooner, women's reservation could have already been put into effect.
"Had you listened to us in 2023, women's reservation would be in place by 2024. Today, we assert once more: do not link women's reservation with delimitation. Introduce women's reservation now; apply it to our current strength of 543, and we will fully support you. If you plan to implement it by 2029, that’s unacceptable," he declared.
He accused the government of hesitance regarding the caste census, claiming, "Currently, you argue that women's reservation must precede the caste census. You are pushing through delimitation to establish a one-third reservation."
Gogoi noted that the decision to pursue a caste census arose from persistent pressure from the Opposition, led by Rahul Gandhi, criticizing the government's methodology.
Questioning the proposed increase in Lok Sabha seats, he asked, "From where does the figure '850' for increasing Lok Sabha seats originate? Did it come from Nagpur? How can it be determined without a census or relevant parliamentary documentation?"
