New Delhi, April 5 (NationPress) On Sunday, Union Minister of State Dr. Jitendra Singh introduced a pioneering initiative titled “Administrative Capacity Building for Scientists and Academicians.” This program is designed to enhance the governance and decision-making capabilities of leaders in the scientific and academic fields under the Mission Karmayogi initiative.

The announcement was made during a special segment of “SADHANA Saptah,” where Dr. Singh pointed out the persistent lack of administrative training opportunities for professionals in these fields.

He emphasized that many individuals from scientific and academic backgrounds often assume leadership positions without any formal training in governance, thus making structured educational programs vital.

“This newly established program aims to systematically tackle this issue, minimizing reliance on informal or self-directed learning approaches that can often be inconsistent and time-consuming,” he remarked.

Furthermore, he mentioned that the training modules will adapt over time to align with emerging technologies such as artificial intelligence, ensuring a harmonious balance between technological advancements and human insight.

Dr. Singh also outlined fresh priorities for the Capacity Building Commission, highlighting the need for specialized modules tailored to various administrative functions.

He proposed the introduction of a targeted course focused on managing Parliamentary Questions to enhance procedural knowledge among officials.

Moreover, short orientation courses could be developed for early-career civil servants and Assistant Secretaries, aiding them in comprehending governance frameworks better.

Stressing a need for a paradigm shift, Singh stated that capacity building should evolve from traditional rule-based systems to a more adaptable, role-based structure.

He acknowledged that integrating best practices from the private sector into governance has become essential, as conventional silos are ineffective in today’s rapidly changing landscape.

In alignment with these views, Capacity Building Commission Chairperson S. Radha Chauhan noted that the forthcoming phase of Mission Karmayogi will concentrate on making public institutions more responsive and human-centered.

Chauhan emphasized that while the role of artificial intelligence is increasingly pivotal, governance must prioritize the needs of citizens.

During the event, Dr. Singh also unveiled the upgraded UNNATI portal and presented a roadmap for the comprehensive implementation of the Karmayogi Kartavya Karyakram.

Additionally, he facilitated the signing of a memorandum of understanding between the Capacity Building Commission and the Research and Information System for Developing Countries, aimed at fostering global knowledge partnerships in capacity development.
