In New Delhi, on April 5, Union Minister of State Dr. Jitendra Singh inaugurated a pioneering initiative titled "Administrative Capacity Building for Scientists and Academicians." This program aims to empower leaders in the scientific and academic sectors with essential governance and decision-making skills, all under the overarching framework of Mission Karmayogi.

This initiative was unveiled during a special session of the SADHANA Saptah, where the minister pointed out a significant deficiency in administrative training for those in scientific and academic roles.

Dr. Singh remarked that many individuals from these fields often assume leadership positions without adequate exposure to governance processes, thus making structured training an absolute necessity.

"This innovative program is intended to systematically tackle this concern, minimizing reliance on informal or self-directed learning methods that can be inconsistent and lengthy," he explained.

He further mentioned that the training modules would adapt over time to align with the latest advancements in technologies such as artificial intelligence, ensuring a harmonious balance between technological prowess and human judgement.

Moreover, the minister outlined new strategic priorities for the Capacity Building Commission, including the development of specialized modules tailored for specific administrative duties.

He proposed the introduction of a targeted course focused on managing Parliamentary Questions to enhance procedural knowledge among officials.

Additionally, brief orientation sessions could be created for early-career civil servants and Assistant Secretaries, aiding them in gaining a deeper comprehension of governance systems.

Dr. Singh emphasized a transformative shift, advocating that capacity building should transition from rigid rule-based frameworks to a more adaptable, role-based approach.

He acknowledged the necessity of incorporating private sector methodologies into governance, as traditional compartmentalization is ineffective in today’s rapidly evolving landscape.

In alignment with these sentiments, Capacity Building Commission Chairperson S. Radha Chauhan stated that the upcoming phase of Mission Karmayogi will concentrate on enhancing public institutions to be more flexible and compassionate.

Chauhan underscored that while the role of artificial intelligence is becoming increasingly significant, governance must remain centered on the needs of citizens.

During the event, Dr. Singh also launched the upgraded UNNATI portal and presented a roadmap for the nationwide implementation of the Karmayogi Kartavya Karyakram.

Furthermore, he facilitated the signing of a memorandum of understanding between the Capacity Building Commission and the Research and Information System for Developing Countries to foster global knowledge partnerships in capacity building.
