New Delhi, Dec 1 (NationPress) In an effort to streamline the submission process for Digital Life Certificates (DLCs), especially for super senior pensioners, the Department of Pensions and Pensioners’ Welfare (DoPPW) reported generating 1.54 crore DLCs, according to the Ministry of Personnel, Public Grievances and Pensions on Monday.
During the DLC Campaign 4.0, which ran from November 1 to November 30, more than 91 lakh DLCs were created using Face Authentication Technology, accounting for over 60 percent of total submissions. This marks an astonishing 230-fold increase compared to the previous 3.0 Campaign.
Over 11 lakh DLCs were submitted by pensioners aged 80 and above.
“This innovative technology has proven invaluable for elderly pensioners with faded fingerprints, individuals with disabilities facing mobility issues, and those living in rural and remote areas,” stated the Ministry.
“The impressive success of DLC Campaign 4.0 underscores the increasing adoption of Aadhaar-based digital verification among pensioners,” it added.
The campaign was a collaborative effort involving 19 banks, India Post Payments Bank (IPPB), the Controller General of Defence Accounts, the Department of Posts, Railways, DoT, EPFO, UIDAI, MeitY, and 57 Pensioners’ Welfare Associations.
Approximately 75,000 camps were set up across 2,000 cities and districts nationwide, with over 1,400 nodal officers ensuring efficient operations, navigating technical challenges, and supporting smooth DLC submissions. Around 1.8 lakh postmen were deployed for on-ground assistance.
The DLC 1.0 campaign in 2022 processed 91 lakh life certificates (totaling 1.41 crore DLCs by March 2023), while DLC 2.0 (in 2023) generated 1.17 crore DLCs (expected to reach 1.47 crore by March 2024), and DLC 3.0 (in 2024) is projected to generate 1.30 crore DLCs (aiming for 1.62 crore by March 2025).
The DLC 4.0 campaign, which processed over 1.54 crore DLCs until November 30, aims to achieve 2.00 crore submissions by March 2026, according to the Ministry.
Specialized DLC counters were established at banks and other locations, along with doorstep services and home visits for elderly and bedridden pensioners.
Efforts were made to assist vulnerable groups, including those over 90 years old and bedridden individuals. Postal workers, known as “Dakiyas,” were organized to conduct home visits for those unable to travel.
