New Delhi, Nov 5 (NationPress) Over 55 lakh digital life certificates have been produced since the launch of the nationwide Digital Life Certificate (DLC) Campaign 4.0 on November 1, as announced by Union Minister of State (Independent Charge) for Public Grievances, Dr. Jitendra Singh, on Wednesday.
During the official inauguration of this significant initiative, Singh emphasized that the campaign represents a major advancement in the government's efforts to streamline life certification for pensioners, particularly the elderly.
“The month-long DLC Campaign 4.0, which commenced on November 1 and is set to run until November 30, has already achieved the milestone of generating over 55 lakh Digital Life Certificates within just the first four days, against a target of two crore for the entire month,” Singh stated.
This campaign aims to encompass approximately 2,000 districts, cities, and towns across the nation through 2,500 camps managed by 1,250 nodal officers.
The initiative implements a saturation strategy to ensure that every pensioner—regardless of their location or mobility challenges—can easily submit their life certificate, according to the Ministry of Personnel, Public Grievances, and Pensions.
The DLC Campaign 4.0 is organized in partnership with 19 Pension Disbursing Banks, India Post Payments Bank (IPPB), Pensioners’ Welfare Associations, UIDAI, MeitY, EPFO, Railways, CGDA, and the Department of Telecommunications, striving to reach every pensioner nationwide, including those in remote and rural regions, the Ministry added.
“This year, there will be a particular focus on promoting Face Authentication Technology, developed with comprehensive technical assistance from MeitY and UIDAI, to facilitate a smoother and more convenient process for the elderly,” the Ministry mentioned.
Furthermore, Singh noted that during last year's DLC Campaign 3.0, 52.73 lakh DLCs were submitted using face authentication, with 72.64 lakh submissions from EPFO pensioners.
“Last year’s Campaign 3.0 was executed in 1,984 locations across 845 districts and cities in November 2024, resulting in 1.62 crore DLCs generated, including 49.78 lakh from Central Government pensioners. Among these, over 85,200 were from pensioners aged over 90 years, and more than 2,200 were from those aged above 100 years,” Singh revealed.
He expressed that the concept of a Digital Life Certificate originated from compassion for the elderly.
“It seemed inhumane to require senior citizens to physically demonstrate their existence to receive their pension,” he remarked, adding that the government transformed this challenge into an opportunity to introduce biometric and face authentication technologies for a commendable purpose.
The Minister underscored that this initiative has evolved into a global success story, with this “unique experiment in governance being studied internationally.”
