J&K pension reforms expand reach after UT transition, says Minister Jitendra Singh

These have since been progressively addressed through coordinated efforts between the government and associated institutions, he said.
At the event, the Department of Pension & Pensioners' Welfare and Jammu & Kashmir Bank jointly launched an initiative aimed at expanding pension-related services and improving accessibility for pensioners across the UT. The partnership, according to the minister, is expected to enable a larger number of pensioners to access ongoing reform benefits with greater convenience.
Digital Reforms Transforming Pension Administration
Dr. Singh credited the Bhavishya platform as a cornerstone of pension administration reform, enabling end-to-end digitisation of pension processing. Pension Payment Orders are now integrated with DigiLocker, ensuring paperless and transparent access to pension documents for retirees.
The introduction of Digital Life Certificates through Face Authentication Technology has further allowed pensioners to submit life certificates from their homes using mobile phones — eliminating the need for physical visits to banks or government offices.
Record Digital Life Certificate Participation
The nationwide Digital Life Certificate campaign conducted in November 2025 recorded unprecedented participation, with over 1.91 crore Digital Life Certificates generated across the country. Of these, more than 1.16 crore were submitted through Face Authentication Technology, reflecting the scale of digital adoption among India's pensioner community.
Grievance Redressal and Social Security Strengthened
The government has also reinforced grievance redressal mechanisms through CPENGRAMS, thematic review processes, and National Pension Adalats, enabling faster resolution of pension-related complaints. Reforms covering family pension, additional pension, retirement benefits, and cases involving missing employees have further strengthened the broader social security framework, Dr. Singh noted.
The minister added that the Department of Pension & Pensioners' Welfare is now increasingly perceived as an institution genuinely committed to pensioners' welfare — a shift from its earlier image as a purely administrative processing body. With the J&K Bank partnership now in place, the focus turns to last-mile delivery for pensioners in the UT's more remote districts.
