New Delhi, Dec 12 (NationPress) The government has unveiled new draft guidelines aimed at enhancing accessibility of audio-visual content on online curated content platforms (OTT platforms) for individuals with hearing and visual impairments, announced the Minister of State for Information and Broadcasting, Dr. L Murugan, during a session in the Rajya Sabha on Friday.
The Ministry of Information and Broadcasting has made available draft guidelines for the 'Accessibility of Content on Platforms of Publishers of Online Curated Content (OTT Platforms)' for public feedback, which is open until October 7, 2025.
These guidelines outline a two-phase implementation schedule, as stated in the official announcement.
According to the Minister, the guidelines are formulated in line with constitutional provisions under Article 14, India's commitments under the United Nations Convention on the Rights of Persons with Disabilities, the Rights of Persons with Disabilities Act, 2016, and the Code of Ethics under the Information Technology (Intermediary Guidelines and Digital Media, Ethics Code) Rules, 2021.
The ministry highlighted that previous Accessibility Standards for Persons with Disabilities in television programming for the hearing impaired were issued on September 11, 2019.
Part 12 of these standards mandated a phased introduction of access services, starting with the public broadcaster Prasar Bharati, followed by private broadcasters and news outlets.
Furthermore, a report revealed that India's entertainment and media sector is projected to expand from $32.2 billion in 2024 to $47.2 billion by 2029, growing at a remarkable 7.8 percent compound annual growth rate, which is nearly double the global average of 4.2 percent.
This growth is propelled by increased digital engagement, a substantial youth demographic, improved broadband access, and heightened online content consumption, according to a report from PwC India.
These elements are transforming audience behaviors and opening up new avenues for platforms, advertisers, and content creators, the report noted.
The firm also anticipates that OTT streaming revenues will rise from $2.27 billion in 2024 to $3.47 billion by 2029, bolstered by regional content, direct-to-consumer models, and a growing subscriber base.
